This undoubtedly means that the President will not send to the Senate n full new Cabinct at this session, and itis doubtful if he will send more thun the’ successor of Mr. Win- dom and possibly of Mr. MacVengh. The suc- cessor of Mr. Windon: will be surely sent in, and Mr. MacVeagh's successor may be sent in, It depends entirely upon whether Mr. Arthur con- cludes to give Mr. MacVeagh 2a invitation to remain inthe Cabinet permanently or not. Mr. MacVeagh will not remain merely to conduct the star-route prosecutions or to give the Pres- ident time to select his succeszor. It is not cer- tain that he would remain even permanently.
