A HIGH OLD CARNIVAL AMONG THE WINDS, Acting upon the theory advanced ten or twelve years ago by a Staats-Zeitung reporter who ex- cused himself to the city editor for not having & line in the paper about a big fire of the night before, by urging that everybody tad seen it, and that, therefore, there was no need to de- scribe the conflagration, the storm which blew yesterday might pass unnoticed, for if there was one thing yesterday which was pecullariy Patent to the observation it was that very severe elemental disturbance was im Progress. The storm, he suid, began in Chicago at exactly ten minutes past i2 o'clock yesterday morning.
