Walker, Superintendent of the Census, is reported to have sald that he fs sow convinced either that the census of 183) In South Carolina is fraudulent or that that of 1870 was fraudulent, If the returns of 1870 were even approxi mately correct, he thinks that there is no longer doubt of the fraudulent ehdracter of the returns of 1830, In some distif sts hoe has found the Inerease as high as 100 per cent. In some townships, Indeed, which vary In size from 7 to 200 square miles, the increase reaches 150 percent.
