Special Dispatch to The Chicago Tribune, Wasuincrox, D. C., Btarch 20.—A good deal of dissatisfaction is expressed to-day by some of the most stalwart of the House Republicans at the action of the House yesterday in voting in the amendment to modify the Election laws. ‘The Republicans are annoyed at the fact that the Democrats claim that they have in a few hours’ time gained in a great measure much that they contended for at the-extra session. Some of the Republicans insist that they have been outgeneraled by the De- mocracy, While others are of opinion that this modification of the Election laws, if enacted into .law, will be a great improvement upun the present system, and that the new plnn fs just. {t certainly would prevent the present law from being used for partisan purposes, as the law makes it obligatory that representatives not only of the two leading pur- ties, but : OF ALL PARTIES for whose candidates ballots are to be cast shall be present ut the polls, and that, if there is any peace of the United States to keep, the rep- resentatives of the different parties shall kecp! it, “It is claimed that: Mr. Gartield, before presenting—the- ‘amendment,’ which” ~ was. finally adopted, and against which he himself at last voted, was confident that such a proposi- tion would meet the approval of the President, The assurance is given by others who claim to know what tho opinion of the President ts, if the Senate Democrats become convinced of this, thore is uo doubt that the bill as it passed tho House yesterday will, after a long debate, PASS THE SENATE in the same form without amendment, in which event it is likely to become a law. |The ameud- ment embodies, it is said, substantially the suggestions as to changes in the law which the President made fo one of his veto messages. The indications now are, therefore, that prior to the Presidential clection the important change in the Election laws pro- yided for by this amendment will be made. ‘The country probably wili not forget that last week McMnhon deciared in the House of Representatives that the Supreme Court decis- ion was partisan, would. not be recognized by the Democratic party, and that they would never appropriate money to pay Special Deputy Marshals while the Election law exists, but yea terday they DID VOTE THE MONEY, and proposed to pay not only Special Deputy Marshals, but to pay those who served in last California election. ‘The Democracy has been frightened out of its attempt to override the law, and has reofnized the Election law as interpreted by the United Democrats to claim, a3 Springer does in relation to this amendment, that by adopting it the Re- publicans haye been put upon the record. They do accept it as a sur~ render, but they object to the form: ‘The Mc- Mnhon-Garficld amendment was a rideron an appropriation bill, and 1 political rider, and for that reason might consistently be opposed by the Republicans, but_more careful deliberation to-day convinces the Republicans that Cape tests ngainst political riders buve been often and loudly proclaimed, and that the Democrats cunnot blind the eyes of their followers by insisting that it is a Republican compromise, when the Democracy itself has conceded every point for which it contended at the extra scs- sion. Some of the Democrats who ure more given to reflection than others, and who ure the foremost men in thoir purty, entertain this opinion. The Democrats cannot deny that they have accepted the proposition of an eminent Republican leader; hyve not only: abandoned their pretense that’ they would insist uncond!— tionally upon a repeal of the Election lawe, and refuse to vote the money to execute them, but have actually VOTED THE MONEY on a condition which abstractly must seem rea- sonable and just to fair men. The assertion that “we do not propose to stop until we huve stripped the last vestige of the laws, etc., from the statute-books,” has bad either to be aban- doncd altogether, or hag been temporarily laid aside from motives of political ¢: liency. The political effect of it cannot be construed otherwise than esa surrender. Of this Frank Hurd is convinced, when hesays that the ground has been. taken’ from under the feet of the Democracy by having consented to any such compromise; that they haye stultified their position by recognizing the Election laws in any way, and not insisting that they should bo repealed. Mr. Hurd suid; “The Democrats who voted for this will regret their action. There ure but two posiuons that any Democrat could take. First, that he would never vote a dollar to ei- force them, and, second, that the laws were un constitutional. "We planted ourselves firmly upon these propositions at the extra sexsion. jothing has occurred since to cause any change of these views, except a decision rendered by the Supreme’ Court that the laws are constitutional. No is bind- ing only upon the inferior courts of the Judiciat Department. It is not binding opon Congress. We are a codrdinute branch of the Government, and bave the right to determine for ourselves what {s constitutional.
