The public meeting of citizens, announced several days ago, for the purpose of electing delegates to the coming Ship-Canal Convention to be held at Ottawa on the 18th inst., was held Jast evening in the room of the Coal Exchange at the Grand Pacitic Hotel. Among the gentle- men present were “Long” John Wentworth, George Sherwood, William Bross, Gen. 0. L. Mann, Marshall Carter, Ald. Throop, Dr. J. H. Bauch, Willard Woodard, Canal-Commissioner Glover, Gen. Beem, Benjamin Gallup, W. 2. Arthur, Malcolm McDonald, J. ¥. Scammon, W. NN. Bramard, Ald. Wickersham, Col P. G. Turnley. ‘The mecting was called to order by Marshall Carter, who nominated John Wentworth to pre- side. The nomination was made unanimous. Mr. George Sherwood was chosen Secretary. On taking the chair, Mr. Wentworth stated the ob- ject of the meeting and invited discussion. Mr. Carter, Gov. Bross, Malcolm McDonald, and Benjamin Gallup spoke of the desirability of restoring the Bridgeport pumping-works, ex- tending the tunnels, and, eventually, of building aship-canal, which was probably the only uld- mate meaps of providing for Chicago's sewage, sndatthe same time securing an additional commercial highway. Ex-Canal Commissioner Brainard said he had favored and still favored the idea of a ship- eanal, believing ittobethe one thing needed. Before that could be obtained, he was infavorof the proposed pumping-works as a temporary expedient. The Chairman suggested that it would be quite as well to keep the idea of drainage in the back- ground. If they got the ship-canal they would get an important outlet for the commerce of the Northwest, and if it helped the sewage ques- tion any, well and good. Col Arthur urged that the one thing needful was to widen and deepen the canal. Dr. Rauch agreed with the Chairman that it was not ni to set the question of sew- age to the front, important as it was. The ship- canal was a loca! as well as a National measu: and in proportion asthe population increase: slong the Danks of the canal the more necessary did it become, The people below, even tothe Mississippi, WANTED MORE WATER, and there would be no trouble below from pol- lution of the water-supply, owing to the process of oxidation which wascontfnuully taking place. ‘The Bridgeport pumping-works, which he had recommended, and fur which the Council would in all probability apprupriute moner, would be a useiul temporary expedient, which should be followed in the end, both from a commercial and sanitary point of view, by a ship-canal. . Ald. Torcop felt that it was an important ‘question,—more so, perhaps, from a commercial than frum a sanitary puint of view. Chicago ‘was bound to become the great muoufacturing centre of the West and Northwest, and whut she reeded was the cheapest mode of trans- Dortation, which everybody was ready to admit was a water highway. Again, a ehip-canal would be important as’ a war measure. Not only Chicagu's manufactures, but the produce of the entire Northwest would largely seek a water outlet in a southwestern di- recuon. Scammon alluded to the proposed ship- canal chiefly as an economical question, and said it would at once solve the trauspurtunon prob- Jem and crush out railroad monopoly. Gen. Beem believed ft was necessury for the ‘people of the State to first. pass upon the ques- tion of selling or leasing the canal to the Guv- ernment. That done, and an affirmative vote cast ou the propusition, the General Govern- ment would probably take charge of it and ap- propriate money to widen and deepen it. ‘The gislature would have to submit the QUESTION TO THE PEOPLE, and it might be wel! to circulate petitions call- ing upon that body at its next session to take such action. From a sanitary point of view there was no doubt that the ultimate remedy of the present difficulty was a ship-canul ‘Mr. Scammon seid the General Government bad set the precedent of siding the project, and he didn't want to see the matter postponed fur legisiative action. Gen. Beem wished it to be understood that he Was in no way opposed to the project, but he thought it advisable, from a legal point of view, to prucecd in the manner he had indicated. wl. Judge Glover said the question was one which had to be met vary speedily. Bross, in addition to that, moved that the members of the City Council and the County Board be invited to atteud the Convention. Ald. Throop, speaking for the Aldermen, said it was hardly wise to do that, since the Council was working on the appropriation bill, and the members oughtn't to take the time for attend- ing conventions. ~ Never mind that,” sang out “Long John.” “They won't go any way.’ ‘The motion was adopted.
