TOWN CONSOLIDATION. Briefs of George WW. Smith and James " BP. Root. * Briefs have been submitted to the Supreme Gourt in the case of the People, ex.. rel. Schack, vs. H. B. Brayton, on a peti- for mandamus, by Gen. George W. smith for the respondent, and James P. Root for the relator. The petition for mandamus, submitted by County-Attorney Villett in the —which is one for the purpose of test- ing the legality of the proposed consolida- tion of the three Towns of North, South, and West Chicago into one,—has already been published. Gen. Smith reviews the lawfrom his standpoint, cites the relation of thetowns, their debts, etc., and his first point is that the joint debt cannot be imposed without the consent of the people, and that the respec- tivo obligations remain aguinst ‘the towns. second point is that no vote, was ever, ken on the “@ tion of uniting, or the continuing of the ao the event of uniting. The third point made is that the act of 1877, under ‘which proceedings have been had, is in con- flict with the State Constitution in that it ‘does not provide for submitting to the people the question of union, and thatitestablishesa system of town government and assessment, which are departures from the general sys- tems, etc. ‘These points are treated at. The qualities which at the time that it comes from the ‘are all familiar to the youngest of us. It seems @ Very attractive edible. The reason for this is not so hard to tind. ‘Think how much eating there is in it in pro} tion to actual weight and cush value. But there is more in chewing-gum than is dreamt of even in juvenile philosophy. One can easily compro- hend the main ingredients of candy, but ‘who, without being told, would suspect that chewing-gum is often only 8 refined product of petrolenm? The time was when the fragrant spruce furnished the most common material for: the purpose. But this is no longer the case. The reader, familiar with the esses of coal is aware that the thick, brown liquid which comes from the earth, at one stage of its manufacture, is strained through heavy linen cloths. ‘The residuum left after this operation is a dirty, brownish yellow ‘wax that emells abominably. That unpromisin; substance, melted, bleached, deodorized, an prepared for commerce, appears in masses that ‘weigh about 100 pounds, resembling oblong blocks of clouded ice. It has no odor and no taste except what belongs to any wax in its pee state. It may be used for many purposes, ut it is not necessary: to describe them now. ‘The manufacturer of chewing-gum purchases these blocks ready made to hand, and at once melts them down. To-200 pounds of wax he adds about thirty pounds of sugar, and gives ‘the mixture a flavor by the use of some essen- tial oil, as lemon or Yanilia, and perhaps adds some ‘coloring matter. The melted mass is poured out upon aclean marble slab and cut in the various shapes Lnown to mastificators. ‘The youthful epicure rarely becomes so luxu- rious as to demand balsam of toluy but, if he dues, the munufacturer is ready forhim. This resin, which is obtained from South America, is atfirstinan almost fluid condition. It is the product of a tree known as—now hold your jaw, for the name is worse than a whole box of chew- ing-gum—myraspermum tolulferum. ‘This bal- sam is boiled by the manufacturer until finally itis brought to such a consistency that it can be run through rollers. It comes out in the shape of alittle slender rod, of 2 brownish-yellow col- or, Which is cut into pieces, each about two or twoandahalf inches long. The balsam may sometimes be mixed with a less costly wax, since ius flavor is very marked. The balsam from the ‘“chicle” tree, from Central America, is used in making what is known ag snapping-eum. It is very ductile ‘when worked and moistened, and the process of making i similar to that of pulling taffy.
