C., April 12.—Qne of the sharpest criticisms of Randall’s Committees is the fact that MeMahow, of Ohio, who was a member of the Judiciary Committee in the last Congress, and led the opposition to the insur- ance companies in their claim upon the Geneva award, bas been removed from that Committee tomake place for Frank Hurd, of Ohio, who was the paid attorney of the insurance com- panies last year, he not then being a member of Congress. This subject is certain to come be- fore the Judiciary Committee in this Congress, and it is urged that Hurd can scarcely act judicially in a case where he has been retainea as counsel. Hurd was a Randall man in the Speakership campaign, and McMahon a strong Blackburn man, THE ELECTIONS COMMITTEE. The smallness ef the Democratic majority ia the House and the urgent necessity for incras- ing is is a fact which seems to be fully appre- ciated by Mr. Springer’s Committee on Elec- tions. A meeting has been called for early next. week, and the work of throwing out Republic- ans and Greenbackers will begin without un- necessary delay. Mr. Springer is already on the war-path, and was in consultation to-day with the counsel for ex-Gov. Andrew G. Olurtin, of Pennsylvania, who contests the seat occupied by Yocum, the Greenbacker. Wasmrneton, D. C., April 12—The Reoud- lican Senators had a caucus to-day which lasted two hours. After a thorough discussion of the situation, during which nearly every Senator participated in the debate, the conclusion was reached that the Sen- ators would unitedly urge an sgeressive warfare against the political amendments to the Appropriation bill in the Hne marked out by Seeretary Robeson in his speech. The caucus unanimoosly agreed to disregard the position assumed by Gen. Garfield that the legislation could be accepted if presented as a separate measure. They held, on ‘the contrary, that if the legislation on its merits could be acceptable it would not be revolutionary to pass iton an Appropriation bill. They decided rather that the proper constitutional ground to maintain was that outlined by Secretary Robeson,—that to repeal that section of the Unitea States law. It is the intention of the Re~ publican Senators to present a united front, so that if there is any tendency to irresolution on the part of the Executive or any of his Cabinet counselors, the Republican party in Congress is a unit. It is certain that there were some feara ex- pressed in the caucus that the President might approve the Army bill, and that Secretariea Schurz and Evarts and Attorney-General Dey- ens might counsel such course, but the general opinion was that the President would stand firm.
