Some of the statements were so absurd that they must have amused those who had any information on the subject; others were not without ingenuity, and evineed a certain speciousness which was calculated to mislead the public. Their motive and the interests they were intended to serve were sufficiently transparent. ‘The time has arrived when the Apollinaris Company (Limited) think it desireblo to give an authoritative, an incontrovertible reply to the slanderous and malignant accusa- tions which have been leveled against them. They do so by the publication of the following letter from the United States Treasury, to which they append tbe certificate of the world-famous Protessor Virchow, of Berlin. Wasnminetox, D. €., March 22.—The joint Democratic Caucus Committee, after a session of five hours to-lay, agreed upon a policy with regard to the Appropriation bills and the re- peal of the Supervisor law. The agreement is not onc which promises a short session. The talk of compromise has been to no purpose 60 far as this Committee goes. In some respects, the programme decided upon to-day is even tore violent than the action of the Inst Con- gress. Briefly, the plan is this: That the following sections of the Revised Statutes shall be unconditionally revealed, the repealing laws tobe incorporated in the Appropriation bills, viz.: Secs. 2,020 to 2,027, inclusive, and Sec. 5,52. The difference between this proposition and that of the last Congress is, that the repeal proposed then extended from Sce. 2,011 to Sec. 2,030, inclusive. The new proposition does not suggest the repeal of Sec. 2,011 to Sec. 2,019, but of Sec. 2,025 to Sec. 2,030, inclusive. Yet this agreement to-day: : GOES VERY MUCH FURTHER : than the scheme of, the last Congress, in that the repeal of Sec. The meaning of this will be more clearly seen from an examination of these sections. The sections which it ds proposed to retain in the laws are those whick authorize two citizens i+ ang city of over%20,000 inhabitants, or ten citizens in any - Congressional District, prior to the régistration of voters, to petition the Judge to have the resistration guarded ond scrutinized, to petition for the av-. pointment of two citizens, of different political partics, ableto read and write the English Janguages” as Supervisors of Election. ‘The re- quircsnent is that the Court SHALL BE ALWAYS OPEN for the transaction of business under this jaris- the section prescribing the duties of Supervisors, to challenge, to verify the lists, to inspect and scratinize the registration and the like, to attend at the polls until the votes are cast and gounted, to scrutinize the manner of the yotiffy and the method of checking, to personally serutinize and count cach ballot, and to have the. authority to ocenpy such post- tions at the polls as will best enable them to do this. There the Democratic Joint Caucus Com- mittee propose that the power of the Federal Government shall end. The two Supervisors, not the Chief, are permitted to be retained, but they are deprived of all their police powers, and are to have % ONLY POWERS OF INSPECTION AND OBSERVA- ‘TION. See. 2,020, which provides the method for punishing those who molest these Supervisors, * and gives the Chief Supervisor power to hold? court to determine this, isto be repealed. Sec. 2,021, which authorizes the appointment of Special Deputies, is to be repealed. Sec. 2,022, | which prescribes the duties of Deputy Mar-} shals, and the following sections, which’ give power to. make arrests and to calli upon the bystanders, are all to be repealed.’ Tn addition to ‘that it - is proposed; to repeal Sec. 5,522, which provides the penal-: ties for interfering with Surervisors of Elec’ tions, Marshals, or Deputies on election-day. "The repeal of this section would, in fact, repeal | the law which provides any punishment what-j; ~ ever for fraud and intimidation or crim against the elective franchise. In short, the joint Democratic Caucus Committee proposes to: permit two Supervisors, one of each party, to} remain without any powers as MUTE, HELPLESS, AND MANACLED SPECTATORS to represent the General Government, wita due | notice given to the rougha, thugs, and repeat-' ers that any act of violence committed againse | Supervisors as such is not a crime, and will not be punished, and that the United States has no; j power to protect these officers in this act of) supervision, or to punish anybody for the crimes t which they may discover and report. This mach was decided as to the negative ° legislation. There was no decision on the sub- ject whether there should be any affirmative ¢ legislation to take the place of the sectious ; of the Election law which it is proposed to re- peal. ‘lo determine that question a sub-com-: mittee was appointed with instructions to re- port again to the General Caucus Committee on Monday. This Committee on the part of the! Senate consists of Thurman, Bailey, Kernan, and Saulsbury, and on the part of the House of - Chalmers, Carlisle, Atkins, and Springer. In the Springer bill there is affirmative lecis- lation to protect the ballot. After considerable discussion it was decided that these radical, vio- lent, and revolutionary provisions should not be sent first to the President in a separate bill, but. should be ATTACHED TO THE APPROPRIATION BILLS asathreat. The two branches of the Caucus committee found great difliculty in coming to a conclusfon on the subject of general lesislation, and finally they agreca to disagree. The House Committee was very persistent that before these appropriations could be introduced in the House, and after they had been sent tothe Senate, the House should be permitted to en- gage in an; legislation which the majority should agree to take up. AMONG THE BILLS MENTIONED as of pressing necessity are the Yellow-Fever Dill, the bill relative to the cattle disease, and similar measures. The House Committee favored this general legislation by a vote of 8to2 Phelps, the eleventh member, being ill and not able to be present. Clymer, of Penosslyania, and Bicknell, of Indiana, are understood to have been the two men who op- posed any general legislation.
