PRELIMINARY PROCEFRDINGS, The Natlonal and Toternatlonal Commercial Convention, for which great preparations wora yaede by the local Committeo baving the matter In charge, began its deliberations yestorday at yoon fn Farwell Hall, Mr. George 8. Bowen, the orizivator of the movement, was eatly in attendance, with & mass of papcra and docu- menta having more or less bearing on the sub- Jocts which 1t is pronosed to lay beforo the Con- ton. ":t the back of the platform was & huge map of the Western, Bouthwestern, and Pacific States, and the Upper Provinces of Mexico. Chicago, the City of Mexico, Vera Cruz, New Orleans, San Francisco, Fort Yuma, and Santa Fe wero the most prominent points, The West- ern system of rallway lines centeriog in Kansas City and Atchison was plainly demarked, and socclal promincoce was given to the Alchison, Topeka & Santa Fe Raflway iloe, which, in the almost universal judg- ment, will make a conncetlon wita the Boathorn racific at Fort Yuma, long beforoa rall i lafd on the Fort Scott line through Texas. The way- statlon position given to Bt, Louls, in the mat- ter of rallway connection, made a decided Im- presaion on the Missouri dclegates, who were far from beine plessed at whut they called an Intentional slur onthe part of those who got up the map. Alittie after 11 o'clock the various delegn- tlous began arriving, and when the clock todi- cated the near approach to the time for organ- fzatlon it was noticeable that out of the 500 or 600 delegates who had been appoiated to at- tend not over one-third had put fn an appesr- ance, The Now York delegation telegraphed that [t could mot be present, and had ap- pointed Fred R. Myers, of this city, as proxy, None of the delecations were full, and in some fustances one, two, or three persons represented as many different States. 71here was also a marked absence of our city merchants. None of thoss whote operations oa 'Change or §n the other busy marts of trade have given thema Continental reputation had put lnan appear- auce, and of the outside attondance there wers exceedingly few who enjoy a national reputa- tion, Among the Iatter were Windom, of Min- f:,““' Beek, and Watterson, sod Krum, ol 8t. uls, The meeting was cnlled to order by Mr. George 8. Watterson, of the Loulsville Cour- fer~Journal, ln reaponse to a prolonged lavita- tlon, sddresscd the Convention. Ho said hehad Do facts to communicate, but he had & friend who had,~Senator Beck, of Kentucky. A generous fuvitation was immedlately ex- tended to Benator Beck to come forwand, but be had mysteriously disappeared, There were again loud calls for Mr. Watter. son, ana, {n responsc, he satd that he was mere- 1y a looker-on fu Vienns, pod that it would be presumptuous {iflin, not & commercial man, to address on the topics of trade and commerce the zentleman he saw beforo him. He believed that & new era of prosperity for this country had dawned. that every sea would soon be whitened with the safls of American ship- piog. He believed that the era of reliance upon legislation purely, and not upon Industry and economy,~—the era when men were going to take the Intcrests of tho country In thelr own atrong - right hand and advanco them by the push and enterprise of the American inerchant,— ‘was about to dawn upon the whole country, He belleved the timo had conie when we should get from deluding abstractions born of ffty years of scctional conflict, sad sddress our- selves to sober and muterial progress, to tho buildlog of rafiroads, to tho establishment of new linca of watér communfeation, to shorten the old lines by abort cuts, aud to ail the ap- oliances which ™ could enable the producer to reach his markot soconest and clieapest. {Applanse.] He helieved that the time had como too, notwithstanding what the politicians ssld to us, when there would be uo sectional conflicts whatover; but that, in materfal entes prige, the Bouth might look tothe North as salely as shs has been enabled to Jook this last summer {n her deep arony. [Apnlmle.! We all knoty that, when we assembled in our various sssociated cavacities, fu our religious conventiol n our party conventions, In our commercial conventions, there wero no sce- tlonal lines, po_air lines, or water lincs, or im- aginary lines, whatever, parceling off a body of men on one side haviuz certain attributes, and o body of men on the other side haviog different attributes. Ve kucw, out of the wellspring of our nature, that every American citizen was ust like another Americnu citizen, whether he ive {n the East or the West, the North or the Bouth. [Applause.) Ho certalnl recognized this as & most promisiug amen for the commerca of the country, just as it bad proved a must salu- tary pr'nc(plu {o the reunlon of the sections, He recugnized it ns above all thiogs the sheet- anctior’ ana hope of our Unlon and our Con- stitution, nnd, rislug ont of our Union and our Constitution, of our prosperity, [Applauee.] He hailed It 28 ovidence that we were nelther pon Eevlla'on the-onuhend, or Charybdis on the othe?; "that W tiré Abivhier golug to be engulfed by spasms and fits of spleen, nor shipwrecked by: the soclal and agrarlan monster which would proposs the demolition of all umrerly. [Applause.] In other words, we inust all recognize it as’ evi- dence that the American character, based upon Anglo-Saxon stock, with its shrewd, sharp, ennobling, and invigoratiog Western experience, would not repeat the listory whicn had been mnde:{ the Latin races, but that ft would go forward bravely aud practically to solvethe mm- vl problem of busioess and commerce submit- ted for them, who were in posscs- on of the practical experience, wlio were pos- sessed of actual facts upon which this greateat of all enterprives must rest, to sketch the wuy and point out the meaus, ‘They had assembled far this purpose, aud he doubted not that their deliberatious would add to tha public stock of useful knowlcdge, and that they would send to Cougress this winter an fnfiuence and burden of thought, avd a budget of Informution which would guide its legislation for the best, [Ap- pluuse.) 2 TEINMUANTEPEC, Capt. 8ilas Bent, of Bt Louls, was called up- ©n, and In respoose said that he had to present o the Convention an fmportant doctunent that contalned many facts of & very interesting char- acter. The communication was from Ccoimno- dore Bhufcldt, one of tho explorers of the Te- buantepec route, and was at coe time prescoted to the 8t. Loais Boara of Trads, though never olficially reaa. * Beginning with a brief account of the dutles of the navy in conncetion with the wants of commerce, and the closo interest existing De- tween them, Commodore Shufeldt went un to say that be did not propose to offer any remedy for the existing conditlon of affairs, but would offer some sugueatious. To become & powerful nstlon there must be exteroal conucctions. In proof of this, Chius, with its close-cummunion policy, was clted at great leugth. Amerfea had no foreign policy. Years ago American imerchauts plitched thelr teots on the coasts of Africa and China, bug but later they folded them and took their de- parture because there as no American navy to protect them, and uo Awericsn sbip to carry their goods. Great Dritain pushed her com- nerce und ber llag everywhere. Mer trade with the west coast of Africs, which a [ew years ago was only £100,000, had Iacreased to £12,000,000, ‘The migralions of trade aud the transter of commervial power were elaborately commented upou. Babglon, ‘U'yre, Damascus, Gunos, and Veunlce were passed ovar {n review, and o slroni sppea) was sde fn faver of rcuewhne the former mercanille splendor of New Orleans. The Commodore rezarded tho coustruction of the Tchuautepec route to the 'scitic o oue of the means of developlug the vesourves of the country surroundtng the Gull of Mexico, which waos, lu_truth, sn American luke, The Commodare believed that as a canal woold not ba bullt for at least & ceuntury, thero rewmuined only to be constructed railzoads, (M.
