The old emploges gave the managers farmal notice yesterday of their refusal to work for less than . r" month, and nearly sl of tnem (the nnmber’ being shout elxty-four) have signed an agresment ledging themselves not to work for less pay than hoy have Foen getting. Thera weee about fifty present, and thoy actedorderly, and made no threats, »o far as could he nscertained, Fearing trouble, the Managor of the on Towing Association scnt to Tolice leadquarters, and trolmen were on duty at foot of Lasnlle stract, whers most of the tugs Iny up aight, but thele Aetvices wero scarcely nocens sary: for not the rlighteat demonatration occurred up 10 11 o'clock, nd after that hour most of the e sotight thelf homes or lodgings, They have made acrangementa for & protracted strike, and axnert thelr belief that the managers of the Asmo- ciation boats will soun ba glad to get them back; fur, they say, it wlll bo riskw business to run boats in the hathor and outalde with green mon, Up to Iast accounts no new men had offered to flll the vacancler, and oid ones wiil not, ‘Ihe managers succeedod in arranging matters with the ks. ‘Thoy callod each ons of them [nto thelt ofMices yesterday, and nformed them that thiey must accent $100 per month hereafter or quit. They had heen getting 8110, and are requte- rd to find provisions, etc., from thelr wages. With onc exception, that of ‘tie caok of the N. Thus it will be seen that, unleas other men are employed, the Assaclation tuga will have only Cuptalne and cooke to rin thom, and it may not be nn easy matter to A1l the places of the strikers ins rcasonable time. What 8Bhe Has to 8ay in Denial of the Charges. The oxamination of tho cass against Mra. Bell, charged with cruelty to children at her “childs’ boarding-house,” or ** baby-farm,! as It has been called, was contibued yesterday at Justice Beully's Court. ‘The first witness was MRS, ANNA M'GRNGOR, of No. 1000 West Madison strect. She pald that she had known Mrs, Bell for about two years; had ived In the samo house with her on \a ren avenue, aml know of the treatment which ahe was in the habit of bestowing upon children In ber care. *'They are trealed overy way but human,’* They were kopt dirty, fithy; cried all the time; bodles raw with sores. The foud the bables got was bad, and the milk fed o them was sour. Witness cited thecascof a baby bolanging to 8 woman named Dable. That baby's underclotbing was changed so seldom and its body was sa seldom cleaned that a mass nf sores covered It. Jf touzhied, 1 bled, Witness had taken tho child from Mrs, Bell and koptitabout m week. Under proper care it grew healthy and strong agsin. When she took it (she wanted to adopt It) it had dysen- tery and general stomachlc weakiicss, sod fn her motherly opinion the - csused by {mproper food and lack of care. Mrs. Bell had tried to convince her that the young one was hereditarily dlscased, but the sures healed with proper attentlon. As an instance of crusity, she sald that Mrs, Bell applicd alum and mitk or milk and horax to the clfld’s sores, and at each spplication the little onme writhed and acreamed {n agony. 8he knew of another chlld that had been taken to Mrs. Bell's fu a Lealthy condition, Almost finmediately after jia arrival it went into a sleep, and, after Iyine in a semi- dorinant, half-consclous condltion for four or five days, it died. She knew of another babe that had dled there. Witness lind been obliged to move awny from the house because of the crics of tho children, They crisd all the time. Afrs, Bell hal nu nurses for them except hor huaband and herself, and all the chlldren at the M fann "' were infants cxcept two. 3rs. Bell had told the witness that she got the clildren by applying for them, When the parents of sitch baboa as ind * real ' parents learned of thie treatment to which the Hitlo ones were sub- Jected thay took their bades away. The woman calling herselt Mrs. Dabla had told witness that Mrs, Bell bad told her that tf she would give ber, Mrs. B., 850, she would * never see her child again, ‘lead os nlive.”’ While witness nad lived fa tho house with Mra, Bell she had scen the children many times nvala' day, and knew exactly how they were treated. She had scen them bathed fu cold water in winter, and she knew that thoy wera frd sour food,—bolled rice, and cracked wheat, snd oatmen!, mixed with sour milk—becausa witness had sometimes helped fced the youngsters, and had tasted tho food, Once Mrs. Bull had told witness that a girl 14 years of age had come to Ler house to re- maln during coufinement, fho agreemont was, Mrs. Boll had safd, that the _youni mother was not toseo the child at all. The birth was yre- mature, and the child died. Boon after the motlier went away. Witness also rald that nt the time of the **sleepy baby's’ death there hnd been no doctor In attendance, and the young one was burled, or rather taken away from the house, without any notilcation to the Coroner, or_burial permit, or an; (armllur whatever, pon the cross-oxamination witness stuck to her story, though counsel for thoe defense tried to break the fores of the testimony upon wit- ness’ statement that whilo shie lived n the same house with Mrs, Boll se had seen the children every ten minutes of each day. The defense alsotricd to show that witucss had left her quarters in Mrs, -Bell's houss because she had ta; not beeause of tho cries and screams of the JOUng ones. Upon the re-direct examination, witness safd that, in waabing the chlldren, as Mras, Bell oc- casionally did, and lndressing them, she baudled them as witness would @ Lurkey or ehicken she was dressing for dinner,—Jerking them around by a leg or arm, as convenloncs suited. MRS, R A. BUNNELL, a motherly-looking little woman, living st No. 42 Seymoir atraet, tostified that 'Mra, Bell now lived next to her, at No. 44 Seymour street. She bad secu ous thing In 3rs. Bell which ahie thougliv was cruel, She had seen her carrving s chifld on her orn completely covered and eu- velopod with dresses sud clothes. Withess did not knaw that & child was underuesth the dresses till Mrs. Hell had told her s0. The ex- plauation which Mrs. Hell offered was that she was ashauicd to have auyhody see the chiid, Witness wus greatly troubled in her home lile by the acreams of Mrs. Nell's children, They cricd most wil the time. 8he had heard then in sn univterrupted series ot screama from Hto 0 or 7 o'ciock fn the morplug, ‘They vried as thouich In agony, not as it from temper or vexation, and nobady tried to quict them as for as shy was able Lo judge. Witness spoke aa a mother, havine five chlldren of her own. She had nuever seen Mrs. Loll abuse the children, thongh they cried every nightand cyery day, MR T A DUNNELL, 4 the husband of the preceding witness, testifled that he was a fireman; that Mra. W, Morrison, of No. 40 Seymour atreet, was uext colled. Bhe proved to be rathicr an unprofitavle witness, snd, beyond the fact that she had heard the cries testitted to by Mr, and Mrg. Bunuell, sdded nothing to the testimony, JANES BAKLY, tho policenian who uinde the urrest, testiflcd ns to the coudition of the house when bo callel there, He sald that by saw four children, One was sbout o year old.
