5 THE CHICAGO TRIBUNE: SUNDAY. JUNE 20, 1878—SIXTEEN PAGES. 13 THE SOUTH TOWN. A Pian to Remedy the Evils Com~ plained Of. . The Taxpayers’ Association Will Work the Matter Up. The Complaints Contigue te Come In-»- Some Specimen Pricks. The South Town offizes were not deserted by sisitors in the persows of complainiug property- owners yesterday. slthough the muests of the Boaril of Reviev Were not €0 numerous as they pave Deen during the other five days of the _weck. After reading the Board's decision in” esterday moruioe’s papers, property-holders Who ad DOt yer complained were busy asking oue anmother what the decisfon meant, ond what their duty under tbe decision was. 1t was not to be won: dered at that " there were conflicting opinions. ‘Some thought it meant that there wasno chance of relfef atall from -the Board; others, that there was a chance, provided the entire number ot South Side property-owners united in a gei® cral protest for a correction of the assessment; and still others, who admitted thut they didn’t understand the effect of the decision at all, con- cluded that the best thing they could do was 10 go on filing their individual complaints, ~»r. andsave all supposed advantages that might lie in so doinz. So it happened that there were some who brought in their written objections, - endmany more who Aldw’t. the latter thinking it the wisest thing they could do to elther wait y to the County Board dircct, or to fol- Jow in the wake of the Taxpayers’ Association, which, it was intimated, would take steps to se- cure the'general protest. 1N ORDEK TO GET A DEFINITE UNDERSTANDING of what might be done, it proverty-owners outy saw fit to do it,the reporter for this paper stated his desire to Supervisor Jackson, who procecded to furnish the desired information. inasmuch asthe plan Droposed was afterwards substan- tially carried out at the meeting of the E: tive Commitiee of the Taxpayers’ Associuti there can be no harm in making public the Su pervisor’s opinion on the matter. “‘Qut of *his difficulty,” said that zentleman, ““there is 8 Way of escape. We understand the he Taxpayers' Associstion will endeavor to et the cowlaints of all the owners of real estaie ¢ orth of Twenty-second street, the Board hay- jug decided that they huve jurisgetion only over such property within that limit. Their propositlon is, T understand, to_notify all such property-owners to come in and object, ou the zroucd that the assesseient s too high, and to layve them furnish a full de- scriptionof _their property. In that case, the Board will lave somethng tangible to act upon. They have the power, it all_owners of real-estate north . of ‘Twenty-sce- ond strect objcet to the assassiment, to consider the assessment and ascertain whetber the prop- erty Is assessed too hick or mot. It Is not necessary for them to take eny evidence. The ftatute doesn’t provide that. They can learn ‘what it is desired to know from_other sources Ly inguiring on the North and West Sides, by seeing what the valuation were fn previons yuars, and by ascertaining whether real-cstate bas increased in value in the last year or two. And then, if thev think proper, they cau correct and reduce the assessment. Suppose the Bourd should reduce and _correet the whole. It is thougt possible, in that :, that Mr. Rice will then conform the personal-property assess- ment ou the Svuth Side, aud all _the real-cstate situated south of Twenty-second street, to the sawme standurd which the Town Board misht odopt. if they adopted any.” The Supervisor's explanation seems to cover the ground, and to show property-owners the proper way to proceed under the vrciunstances. twas further learned that Mr. Rice's views were In accorasnee therewith, snd, as_the plan was substantially agreed to by the Exceutive Cowmittee of the Taxpayers’ Association. there 18 Jittle doubr but thar it will be embraced by alt complainants. PAXPAYERS’ ASSOCIATION. The Executive Committee of the Taxpavers' Associstion met_yesterdny afternoon at the oftice of Mr. F. C. Vierling, No. 114 Dearborn street, Room ¢. The attendance was not op- pressively larze. © Mr. J.H. Kedzle, Chairman of the Commit- tee, called the meeting to order, and remarked that he supposed nil Dresent had reghy in the morning payers the South Town BoardE decis- fon regurding thelr powers fu the matter of cor- rectivg assessments. For the information of auy wio might not have done so, he gave the gist of that opinfon. Nearly all the prominent Jawsers in the city, said Mr. Kedzie, agreed that the Board had the power to make a new assessment, or 1o correct tle present assess- meut £0 83 to virtually make a uew one. In other words, the Board had the same power as the Assessor himself, who could 2o on and make a new ussessnrent. But there Wwere two or three Jawyers who thoucht differently, and the Board, unfortunately, had taken counsel of these two or three exceptions, who were leading the Board in what he conccived to be a wrone direction. But“the Boara nad been unable to 1and the predsure, and was now willing to Duck down from the positiou it had heretofore sssumed, and 1o consider the assessment real estate north of Tweuty-second strect as a whole and rectify it, provided tho Taxpayers’ \ Association would get tormal protests from all | the oroperty-ticlders cgaiust their assessments a5 they now stood. By this meuns, it wasthought., ithe Bonrd would obtain jurisdiction of the matter so that it would nave the right to o - abead and lower the entire assessment. His “ides, and the Doard’s as well, was to have some respectable lawver, or tirm of lawyers, appear in behalfof afl the cbjectors, and present in Droper forn their protests ogainst the present assessment. If this were done, it was believed that the Board would grant their reguest, aud give the desired reiief .by correcting the whole assessiment. To do tnfs it was necessary, and the Board so advised, to organize a corps of workers, allot a block or sound portion of a strect to s particulur individuel, and sccure in this way the piotests of all the property- owners, with a full sud accurste deserivtion of the property owned. Some form of protest mnst be decided upon, aud he sugeested that the Committec work on it during the after- noon, and submit it and the plan he had just outlined to a mass-mveting uf property-owners, 10 be lield no_later than Mouday. As to prop- erty south of Twenty-sccond street, and as to personal property ail over the South Town, it was possible that the Assessor might charge his assessment to meet the standurd which would be adopted by the Bourd of Review. Mr. Hawes dido’t construe the Board's' de- cision just as Mr. Kedzie did. e aid not un- derstand, for instance, that they had backed down. and did not think that exvressfon should £o forth to the public as the Association’s idea of what the Board had done. it didu’t saver exnctly of respect. 3Ir. Kedzie exnlained that *backed down.” as he used it. was purely a conversatioual term. What he had meant to say was. that they thousht the Board was now in a fufrer way to consider the Association's request, and more Dt Lo grant. the relief prayed for. - Mr. Hawes said he was in favor of the plan rroo’.\svd as the only one which conld nve re- [ief at the hauds of the South ‘Town Board. After some inizcellaneous taik it, was decided 10 cail the mass-theetiny at 3 o'clock Mondav afternoou at the Graud Pucific for the purgose of takiny steps Lo sccure the general protest. ‘The forwal work of the Committee huving been finisbed, the members adjourned to Mr, Hawes’ office, and spent the remainder of the afternoon in devising the form of protest to be submitted at the weeting Monday afternoon. Tt wus all very much liko the inn-yurd where Somisel Waller was discovered by Mr. Pick- ik, but the air of romance was replaced by & tinge of scicoce. There was a great glass-ease coutainiug the skeleton of 2 mule that had fought ou the side of the South during the War; there was a smiall, handsomely-furnished prarmacy, flled with materials for boluses ana other horse medicine, and there was a low, oven-lookivg arrangement of stone, azainst which the Teporter incautiously leaned, not kpowing that it was very Lot. * Was you a-wantin’ a Turkish bath for your sorse, sird” usked a man who bad been cleautng barness. The reporter answered that he couldn’t tell until he had gained some fdea of what & Turkish bath for a horse wiabt be. “ I*]1 just call the boss,” sald the man, snd In a moment Mr. Cattanach, a jolly-looking Brit- on, made his appearance. s nothing very new,” said Mr. Cattanach, to give horses Turkish baths. It’s been done in England for seven or elght vears; but mine is the ouly onc In the United States. I started it about two months azo, and it’s been very sue- cessiul. Now this,” indicativg the oven-like ar- rangement, *‘is where I kecp the fire. It never poes oul. *This,” opening au ad- jolning door, ‘i3 the sweat-box." The sweat-box was an apartment gbout the size of an ordivary stall, brick-laid and cemeuntcd, and provided with ventilation in the cclifog. On the insldeof the dor was a lantern. aud on one wall wasa thermometer. The heat was communi- cated dircetly from the oven, which stood agrainst the sweat-box. i " Now, when a horse is brought in here.” aid Mr. Cattauach, we let the room get hot arud- ally by reulating the ventilators, We cradual- 1y run the temperature up to 140 or 150 de- erecs,—that is, until the horse begins to sweat. Hlorses giffer very much: some sweat casily; otbers don’t. Bui thelast kind sweat more freely than the others. We keeo their heads wet ol the time, and give them as much cold water as they catt drink. Theu, as they begin 0 sweat, we rub theiu, and afterwards we cool thé off by dezzrees, and cud with a shower.” *How do the borses scem to like it?* asked the reporter. i “They enjoy tt. No matter how vicious a horse may be, when hegets into the bath he snds perfectly quict, and you vau g0 anythivg withs hio.” **Does the bath male the korse more sensi- tive to heat and cold ! . ' You muy bring u horse in herc with three binglets, and I} send him out with one. The bath makes the skin act more freely, so that in summer it is relaxed and fn winter contracted. ” + In what disessc is the bath of use? 4 Tt is wood in all sieknesses and fu all diseas T've had horses brought in here so stifl with rheumatisim that they could hardly move, and one bath made them limver. But when ghe gets out she cocks it up, and it looks bad. I aw rolng todock her tail some day—just take off two or three joints —and then she'll he worth twice as much as she jsmow. Sometimes a muscle is cut to straight- en g horse’s tail, but it doesn't always do.” ““Did you ever bear of horses wearing glass eyest" asked the revorter. " HOn, " answered Mr. Cattanach, “I hadacolt once that gol loose, ran against o pole and ruined onc of his ey I seot to Paris and got him a glass eye. They dou’t hurt o horse any more than a human being. The arti- ficial ey s the same kind as that made for humeu beiuzs. 1t's just a shell. and the ligs keep it iu place. Conn Anocther wondertul cave has recently beeh discovered near this town. It has already been explored for s distouce of twenty-three miles in one dircction, called the long route, - and sixtcen miles fo auother direction, called the ehort route. The avenues are very wide; a span of horses can castly be driven through for a distance of cleven miles. Three rivers. wide and very deep, are encountered on the long route. One of them is navigable for fourtedn miles, until the passages become t0o BAITOW L0 2amit & boat. ‘This forms the third, or river route, which has 1o be explored in 8 boat. ‘The cave is wonderful bevond acscriptiou, and far surpasscs in grandeur the Mammath or any cave ever before discovered. The entrance to the cave is within the town limits, aud fs only about two minutes’ walk from the depot, which makes it very vafuable indecd, as visitors will not be ecomvetled to ravel five miles in a stage-coach, as they doif | desirous of visiting the Mumumoth Cave, which is five mi from this town., In fact, all the celebrated caves of Kentueky are located in this immediste vicloity. The surtace s very muchn brokem, full of areat elevations and depressions, with _cvery- thing to fudicate that there were Volcanie erup- ions or violent upheuvals of the carth at some period.
