Some consider it a complete political programme and worthy of a ereat Power. Others rezard it as a formal refatation of Lord Salishury’s accusations. Some think it is Russia’s last word,—others the introduction to negotiations on new ground. It has greatly displeased those who wish the Government to nail the colors to the mast and risk all rather than make the slizbtest concessions. SKEPTICAL. The opinion at Berlin continues skeptical about the success of the ncgotiations. BELGRADE, April 13.—A council between the Minister of War and General Stafl is arranged for the disbanding of the greater partof the Servian forces. A sufficient force will be main- tained to preserveorder in Old Servia. It is considered certain that Servia will not partid- patein any further hostilities. THE CZAR TO FRANCIS JOSEPN. Loxpoy, April 13.—The thirty-tifth race be- tween the Oxford and Cambridge University crews took place this morning on the River Thames, over the usual course, irom Putney to Mortlake, four miles aud two furlongs, and re- sulted in an easy victory for the Oxford crew, making eighteen victories for Oxford.
