The Porte Has Promised to Maintain the Strictest _ Neutrality. Ontline of the Correspoudence Relative to the Proposed Congress. Austria Disinclined to Sus- tain England’s Pres- ent Attitude. A Preliminary Conference Suggest- ed by Bismarck Is Prompt- ly Declined. The Russian Press Assuming a _ Defiant Attitude Toward England. Russia Will Not Be Kobbed of the Fruits of Her Victory. Russian and Turkish Officials at Constan- tinople on the Best of Terms. The Allocution of Pope Leo XIIX. Very Conciliatory in Spirit. THE DISPUTANTS. RUSSIA GAINS A POINT. {Special by Cable to The Chicaao Tridune.] Loxypox, March $1—6 a. m.—Russia hes apparently scored the first point against En- gland, by obtaining the promise of the Ports to maintain strict nutrality. =~ This promiso initself does not smount to much, sinco England could ensily force Turkey to tako sides with her, or at lenst to grant her such privileges as would be INCONSISTENT WITA NEUTRALITT, but it shows that of the two probable bel- ligerents Russia has better influence with Turkey than England. Tae Trsuse’s Constantinople correspond- ent telegraphs that the resignation of Ahmed Vefik Pasha is daily expected, and as ho has hitherto been England’s strongest friend in the present Government of Turkey, his retirement would bo considered 23 a tri- umph of RUSSIAN OVER ENGLISH INFLUENCE. Skould this resalt be secured, Russiz can afford to wait upon England's action before developing any active policy, and it would not be unlikely that things should remain in statu quo for several weeks. But England would find such a state of affairs VERY DIFFICULT TO MAINTAIN in the face of public sentiment at home, while it would be absolutely unbearable for Russia for any long period. As soon as sho had succeeded 1n pacifying Austro-Hnngary and in reorganizing and reinforcing her zrmy, she would be forced by her financial necessi- ties to PRESENT AN ULTIMATUM to England, following it up by dafinite M:L of war. Unless the English Governmeni intend war with Russia they will have made them- sclves ridiculous by calling ot the reservo forces, which will add only about 35,000 men to the effective army, and to speak of such a decision 23 intended s a threat to Russin 18 ADSURD. If Russia should reply toit by & sudden de- scent upon tho Bosphorus snd Dardanelles, England's fleet would be left in a most dan- gerous position, which might end in its de- struction. Ay own information leads me to believo that England has resolved upon FAR MOBE WARLIEE MEASURES than the mere calling out of the reserves, and that the instructions telegraphed to Ad- miral Hornby will be followed very shortly by & declaration of war by one Power or tho other. DIPLOMATIC. THE CONFERENCE CORRESFONDENCE. LoxDoy, March 30.—The correspondes cerning the Confercnce is published to-day. The facts are substantialiy as previously commu- nicated in the dispatches to the Associated Press. Austria is the only Government which expressed an opinion about England’s demund for the submission of all the articles of tne Treaty of San Stefsuo to the Congress. ~ Aus- tria thought the reservation of full liberty of action by*the Poswers a sutlicient guarantee, and tnat it was not to the interest of to raise \lllficullics on th csted by Bism:utkaud immediately declined by England, because it was useles: In conversation with Lord Loftus, the Ambassador at St. Petersburg, Gortschakofl, the Russian Premier, said that if the Congress made any modifications in the treaty, they would be subject to further arranzements be- tween Russia and Turkey. R could only accept a discussion of those points of the treaty affecting European tnterests. - Sir Heory Elliot, the British Ambazsador Vienoa, telegrapaed Lord Derbyon the 23 inst. that he was trustworthily informed that Prince Gortschakoll told the Rowmanian agent at St. Petersbury that Russia would not allow the question of the cession of Bessarabia to be dis- cussed by the Congress. IGNATIEFP’S MISSION. Lospox, March 30.—All Vienna correspond- ents of London journals concur in the state- meats that Gen. Ignatiefl’s mission has fafled.
