Notwithstandiog these earnest represeutations, the President declined to withdraw the name, and the Republican Senators went fato exec tive session determined if possidle to defeat § but they were outvoted. There always stood ag the end of every toll-call on all sorts of dilatory ©, motions the two rames Conover and Patterson, which, during the early part of the week, scemed to threaten the Republican suprewmancy in the Senate. The only other Republican voting te confirm was Stanley Matthews. After fou: hours of bitter, heated discussion, which covers ed every feature of the President’s Southerm policy, . FITZSIMMONS WAS CONFIRMED by the united Demeeratic vote, aided by the twe nominal Republicans, Conover and Patterson, and Stanley Mutthews. The letters which werd submitted to the President were read fn ex- ecutive session. They furnished a text to the angry discussion which followed. ‘These twg tetters would fill four columns of Tue Tris~ UNE, but the following is a synopsis of their more important features: Hull's letter to Senator Gordon is dated Washington. Nov. 9, 1877 Hufl states that after the nominatlon of Fitzsimmons it became generally known that the President had determined to appoint Huff, but that being fully informed by Gordon and others that he was not a Democrat, HCFF'S NAME WAS WITIIELD until o written protest could be filed, which protest was signed by Gerdon and five members of the Georzia delegation. The President de- clined to appoint Hutf, and asked the delega- tion to prescut six other names from which to choose. He sclected Fitzsimmons, because ha was a Democrat, cousin of Wade Hampton, and indorsed by Alexander H. Ste plens. Senator Hill confirmed this repors, s did Representative Blount, of Georgia, who agreed with Hill that Huf had been badly treated. Gordon showed Hill a copv of tas etiarges which faduced him (Gordon) to protest aguinst Hafl's appointment. TUESE CHAROES consisted of a speech to the taxpayers at Macon in October, 1572, in which Huff condemned par- tisanship, especially in municipal affairs. . Huft says: * That fs my principle. Itis the spirit of Hayes’ Soutbern policy, aod the doctrine of all good men. It bas mzds me Mavor of & Democratic city three times.” The President had notified Senators Gordon and Hill o March that hewould appoint a Democrat, and he appointed Hufl as such. The President was convinced tnat Huff, althongh not a Republican, was not an ardent Democrat. The langunge used inhis Macon speech, Huf? thinks, might possibly be construed into an ad- _ vocacy of Republican principles, but neither Blount nor Hill recommended him as a Repub-~ Hean. Huff then admits that he HAD REPUBLICAN INFLUENCE to recommend him, but denies that he s s Be- ‘
