C., Oct. 20.—The Republic- ans of the House, particularly those who do not heartily indorse the President’s policy, are apprehepsive that the Democrats on Monday may, by some resolution indorsing both the President’s Southern policy and his Civil-Serv- ice order, seek to divide the Republican party. ‘Accordingly, a conference of some fiftcen or twenty Republicans was held last night at the private rooms of Secretary Sherman to consider, in a fricndiy way, the best means of circum- venting the anticipated Democratic movement. The conference, it is said, was called without notice to Sccretary Sherman, and was held &t his house in order that the President and Cabi- net might bave better means of information as to . THE REAL SEXTIMENTS of a considerable portionof the Republican Rep- resentatives. ‘There were present at this con- ference, among, others, Charles Fostes, Geu. Garficld, J. D. Cox, and Danforth, of Gaio; Nyeand Hale, of Maine; Connor, of Iilinolss Gov. Dennison, of Ohio; and Conger, of 3ichi gan. The character of the views expressed may be best learned, perhaps, from a remark of Rep~ resentative Cox, of Ohio, who said that he ap- peared to be about the only one there who fully indorsed the President’s policy. Some of those present indorsed the President’s Southern policy. One or two would accept both his Southern and his Civil-Service policies, but with these ex- ceptions all were opposed to the latter, and the great majority, while willing to accept the Southern policy as a matter of fact and history, expressed the greatest unwillingness to PLACE THEMSELVES ON RECORD in a vote as approving it without qualification. Those who took this view, bowever, stated that they desircd the unity of the party, but were unwilling to yield their convictions upon what seemed to them vital principles. It was sugegested that the Monday resolution meant nothing as 2 matter of politieal principle; that they were only bun combe, and that possibly the unity of the party might be preserved by a general understanding among Republicans NOT PO VOTE AT ALL, or if they did vote, to have it understood that their votes were not expressions of _individual opinion, and were cast only for form’s sake.
