Wisconsin Riverimprovement. Recently some of the papers [n the Btate of Wisconsin {tself havo had the courage to say that the scheme is one of gigantic folly, and that the Government and tho people will never be reimbursed for the two milifons of dollars which have already been ex- pended upon that chifmerienl project. Wiscon- sin nad long been noted In the history of Internal {mprovement legislation for having had in Con- gress Representatives reimnarkably skilled (n the st of obtalningmoney for such purposes, It has become o familiar aaying here that several of the prominent Represcntativesof that locality spend the summer scason in scratching fudentations upon the map of thelr Btatesin order that, when winter comes, lllgy may secure appropriations for these new ecratches, under the name of riv- ers, harbors, creeke, and places of refuge. The estimates of cost increase as the years o by. In 1844 tho eugincer oflicers wers confl- fent_that the lakes could be connected with jhe Missisaippi River, through the Fox and Wisconsin Bhip Canal, for an expenditure of }48,470, all o which would be realized from wles of land to be granted to the State for that purpose. At the second session of thic Twenty-clghth Conpress, Feb, 7, 1815, a bill was fulroduced for a Jandrant in of the improvement of the Fox & Wisconsin Canal. The bill was the saine ns that which was presented nt the first ression of that Congress, and the Commitice reported back favorably upon the bl adopting the exsct language of the report made at thy preceding session.
