THE TCRKISH NOTE 1IN REPLY TO THE PROTOCOL Loxpox, April 14.—The Turkish note uses very strong language. The five points of Count Schouv- aloff's declarations are answered serlatim as fol- lows: In reply to the declaration of his Excellency the Russian Ambassador, -the Sublime Porte ou its side naties to the signatory Powers the following declazation: MONTENEGRO. 1. Adopting towards Montenegro the same line of conduct which brought aboat the pacification of * Servio. The Sublime Porte spontaneously in- formed ‘the Prince two months ago that it _would spare no effort to arrive at an understanding with him evenat the price of certain eacrifices. Considering Montenegro 28 an integral part of the Ottoman territory, the Porte purnosed the rectification of the line of * demarkation which secured advantages to Mon- tencgro, and it henceforward depends entirely upon the moderate counsels which the Porte hopes will prevailat Cettinje whether this affaic may be considered as terminated. THE PROMISED REFORMS. 2. The Imperial Government is prepared to apply all promised reforms, bat these reforms, in conformity with the fundamentul provisions of our Constitation, cannot have a special or exclusive character, and it I8 in this epirit that the Imperial Government, inits fall and entire liberty, will continue to apply its instractions. DISARMAMENT. 3. The Imperial Government is resdy to re- place its armies on a peacefal footing as soon as ft shall sec the Ruasian Government take measures to the same end. The armaments of Tarkey have an exclusively defensive character, and the relations of friendship and esteem which unite the two Empires;inspire the hope that the St. Petersburg Cabinet will not alone in Europe per- sistin the idea that the Christian population in Turkey are exposed to such dangers from their own Government that it is necessary to accama- Iate against a neighboring and friendly State all the ‘means of invasion and destruction. THE TURKISH OUTRAGES. 4. With regard to the disturbances which might break out in Turkey and stop the demobilization of the Russian army, the Imperial Government, which repels the imperions terms in which this idea has been expressed, believes Europe is convinced that the disturbances which bave troubled the provinces were due to foreign instigation; that the Imperial Government conld not be held responsible for them, and that consequently the Russian Government would not e justified in making demobilization of its armies dependent upon such contingencies. WILL NOT TREAT WITH RUSSTA. 5. Concerning the dispatch of the special envoy _ to St. Petersburg to treat on the question of dis- armament, the Imperial Government, which would ‘have no reason to refuse an act of courtesy recip- rocally required by diplomatic usages, perceives no connection between this act of international courtesy and disarmament, which there was no plansible motive for delaying, and which mizht be carried into‘efféct by singie telegraphic order. BMPHATIC. This treaty, which binds together the Powers who participated in it as well'as Turkey, cannot be abolished by a protocol 1n which Turkey has had no share, sndif Tuar- key appeals 1o the stipulations of the treaty of Paris it is not that that treaty hascreated in her favor any rights which she would not poseess with- out it. but rather for the purpose of calling atten- tion to the grave reacons which. in the interests of the general peace of Europe, induced the Powers twenty years ago to place the recognition of in- violability of his Empire’s right to sovereignty under the guarantee of a collective promise. With regard to the clanse, which in the caunse of the non-execation of the promised reforms wonld seek to confer upon the Powers the right of recurring to . ulterior measare, the Imperial Government per- ceives therein a fresh attack upon Ita dignity and its rights, a*measure of intimidation calcalated to deprive its acts of any merit of spon- taneity, and & source of grave complications both in the present and the fature. No consideration, therefore, can arrest the Government m itsde- termination to protest against views enanciated in the protocol of the 31st of March, and to treat it as far as Turkey is concerned as MESTITUTE OF ALL EQUITY, and conscauently also of all obligatory character. Exposed to hoatile saggestions, to unmerited sus- picion, ana to violations of nternational law, Tar- key feels that she is now contending for her exist- ence. Strong in the justice of her canse, and trusting 1n God, she determines to fgnore what has been decided withont her andeagafnat her, resolved to retain in the world the place which Providence has destined for her.
