NEw YoRg, Oct. 7.—Thoughtful men, famil- far with the intricacies of Continental politics, consider the last week’s developments portend the certain involvment of Russia in the Servian war, unless Turkey shall promptly assentto such terms of arrangement as the Porte insists will excite revolution on the part of the Moslems, and unless the other Powers shall unite .in some positive declaration that will compel Russia to peace. The evidence ac- camulates that the Moslems are influenced by violent anti-Christian fanaticism. This has turned British sympathy against Turkey so generally that it is difficult for the British Gov- ernment to sustain its traditional policy. Rus- sia seems confident, therefore, that she has no pecasion to fear armed intervention by England. Per contra, the Bothschilds bus€ their confi- dence that Russia will not commit herself to 2 great war, and that nefther Austria nor Ger- many can, because their financial condition forbids; still the prepondersating opinion here is that Russia’s present opportunity of advancing her policy as against Turkey will nat be forgone, and that the war must be extended. c ; THE NEGOTIATIONS. VIEN®A, Oct. 7.—Though the Porte was on Thursday positively to give an answer to the proposals of the Powers, there is no information of this answer having been officially handed to the Ambassadors. Sir Henry Elliot, on Thurs- day, prescuted his credentials to the Sultan. The supvosition is, therefore, by no means ex- cluded that Elliott’s representations succeeded, &t the last moment, in altering the Sultan’s resolution, or, at auy rate, gaining a respite, which offers a chance of avolding the rupture which, after the tenorof the Porte’s reply, seemed all bot certain. The Grand Vizier on Wednesday declared that the acceptance of the preposals was impossible, as it would be equivalent 1o the Sultan abdicating the sov- ereignty of three Provinces. The respite which scems to have been gained may be used for finding a way out of the difficulty. The idea of retarning to the original demand, and asking, before all things, the conclusion of longer armistice, seems to have presented itself. There are good reasons for belicving that the negotiations between Turkey and Mcntenegro have gone further than a renewal of the truce, and that there has been an approach between the two countries on the basis of the cession of territors to Aontenegro. The Valley of the Tulta, near Podgoritza, is mentioned as com- prised in this eventual cession. s RaGEsA, Oct. 7.~Prince Nicholas, of Monte- negro, consented on Friday to a suspension of hostilities, pending the conclusion of a regular armistice, on the condition that the forts occu-~ pied by the Turks should be only provisioned sufficicntly for the present requirements. This result is attributed to the mediation of the British Consul, and has caused a great sensation tmong the Sulaves, DERBY’S LAST NOTE, & The toneof Lord Derby's dispatch to Sir Henry Elliot, regarding the Bulgarian atroci- ties, issued Jast night, is very severe, He points out the advisability ot placing the disturbed dis- tricts immediately under an energetic Commis- sioner, who shouid either be a Christian or be sssisted by Cliristian counsellors. This arrange- mient should be provisional and without preju- - dice to any future arrangements which may be made in concert with the Powers. RUSSIAN ENLIETMENTS IN SERVIA. Peer, Oct. 7.—The Hungarian Premier, Tioza, declared .in _the Dict yesterday that all the guaranteeing Powers wcre acting in har- mony, and that the Russian Government, in conscquence of an understanding with Count sy, Austro-Hungarian Premier, had adopted energetic measures against the exodus of volunteers, and had prohibited any more fur- loughs to soldiers. The alarm from Box 371 at 8:50 last evening, was caused by the burning of 2barn in the rear of No. 21 Burlington street, owned and occupied by Patrick Blake. The structure was totally destroyed, withaloss to the owner of $200. ~ Cause of firc unknown. The alarm from Box 341, at the corner of Van Buren and Canal streets, was turned in by Mr. Flayin, saloon-keeper, and was occasioned by the roof of the CI 0°& Alton {reight-depot taking fire from sparks from the chimney. PeORW, INL., Oct. 7.—The first disastrous fire fire for six months that has visited Peoria broke out last night in Cutter & Proctor's stove- foundry, North Water stfeet. It is supposed the fire originated from some flasks in the melding- room, from which the fire had not died out. The loss to the firm is about $12,000, and is fully covered. in the following Companies: Home, New York, $2,500; Rhode Island, $2,500; Fire Association, $3,500; Franklin, Pa.. $2,500: Liv- erpool, $2,500; Imperial, $1,500; Orient, $1,500; Hartford, $2,500; Springfield, $1,500; Lanca- &hire, $1,500; Pennsylvaia, $1,000; Insurance Company of North America, $2,000; Phenix, New York, $2,000.
