THE COURTS. ination of Mr. Oster- perg, of the Rock- ford Road. An Effort to Prevent the Spoiling of a Luna-’ tic’s Estate. Individuals Who Took Advantage of the Bankruptcy Law. Record of Judgments and New Saitse-- Criminal Business, The exsmination into Osterberg’s acconnts in conpection with Lis management of the Rockford, Rock Island & St Louis Railroad was continued sesterday before 1L W. Bishop, the Master in Thancery. Ar. Whitchead, the Auditor of the road, testified that Osterberg, on taking charge of the road, directed him to open an incidental scoount, to which was credited the {nventory of supplies and material, amounting to $26,560.51, which had been turmed over to bim by Mr. Ferry, the former Receiver. Varfous sums, amoupting 1o all to over $10,000, which been wused by Osterberg, were slso by his dircetion charged to this account, snd othing fn conuection with that account was reported to Court until after the filing of the Hooper and Robiuson bills, which gccused him of missppropriation of funds. Mr. Whitehead also ald that §2,000 which hed beer charged to Osterberg’s salary account was, after his return from Frankfort a short time ago, changed and charged to telegraph expenses; ete. Several large smounts which had been charged on ac~ count of renewals of locomotives, rolling-stock, nd ties ought properly to have been included among the operating expenses, which would materially have changed the balances made every month seeming to show a profit. JIn regard to the item of $10,310.22 charged to {nterest, the witness said it was drawn by Oster- Yerg, and for it only his individual voucher was given, and during the time Osterberg had been in possession of the rozd, it had actually run be- ‘hind $33,000, not including $24.000 due for taxes. Mr. Osterberg was then called on his own be- Balf to explsin the §10,000 interest item. He stated that he drew $10,310.22, in two drafts, in December last, and sent it to his brother-m. law, a shit-maker in New York, and that it was to be forwarded to the Committee st Frankfort, to be applied i paying interest to the bondholders on their assessments. 1t was not sent directly to Frank- fort, because he had not decided whether to eend it or not for that purpose, and he did not like to leave it in the bauk at Rock Island or the two banks in New York, as he did not think itsafetolesve it in the bank. He, however, sdmitted that he continued to do business with the same banks for some time afterward, and that this was the only outside deposit he made. At the time above mentioned another sister, Elizsbeth Long, and her busband, James Long, came bere, and immediately took charge of Egan and took possession of his rooms, Since then they bave endeavored to Leep him entirely ynder their care and seclude him from his fricuds as much as possible. T.,, May 12.—The Supreme Court of this Territory to-day decided an im- rtant case relating to_the bonds issued b Vankton County to the Dakota Southern Rail- road, amounting to $200,000. A called session . of the Territorial Legislature in 1671, authorized counties to vote aid to railroads, and under this act Yankton County voted the amount above stated. The Legislature having previously held its Tegnlar session of forty days, the right of the Governor to convene a . epecial gession was questioned, and Congress at its next session passed mn aet affirming the law and ~legalizing the votes under it. CmicaGo, May 12.—As the subject of “Hard Times? secms to excite considerable discussion among the readers of your enterprising journal, and having noticed the variety of causes to which our hard times are sattributed by your correspondents, I would respectfully beg leave to offer my view of the situation. The law of supply and demand necesssarily controls all uction and distribution. But this law 18 also controlled by other powerful and inexorable laws which most po- litical economists are lg 'iha hn}m of slighting. In analyzing the law of sup- oY UnS demand e find that_the sup- ply is regulated by the demand. Now, the de- mand which encour: production emanates from and is only manifested by those who have the means wherewith to buy what is produced. To obtain these means it is necessary to furnish an equivalent efther in labor or its results, but thifinhox or its result must be in demand, or they will purchase nothing. Through the intro- duction of Iabor-sayis machinery, all the patural and most of the artificial wants of men are supplicd with far less labor than would be required without this machinery. It is in supplying the wants of mankind that we find employment. But since the wants of mankind are limited, while the reduction of the chances for employment by fntroduction of labor-saving ‘machines is not limited proportionally, the only way to preserve 3 balance fs to reduce the hours of labor, and employ more laborers to do the work. onr necessities inereased in exact pro- rtion to the vastly-increased means of supply- \g these necessities through machinery, there would then be employment for all. It is through this false economy that production is kept down, and progress hindered.
