FINANCE AND TRADE. Quiet Day in Financial Circles—Dis- count Lines Decreasing, Country Orders for New York Ex- change === Clearings, $3,300,000. The Produce Markets Gen- erally Stronger, with Less Doing. @n Important Advance in Wheat---The Trading Chiefly Speculative. FINANCIAL. There was nothing new or unnsual in the trans- actione of the day in financial circles. The rise in wheat added largely to the margins deposited with the banks, but their Board of Trade businces in other respects light The amount of stofl to be carried here is not large, but, if the higher prices of produce are maintained, will increase largely. ‘The supply of commercial, mapufacturing, and miscelizncous paper offered the banks is below their ability to extend accommodations. Thetrade af the city is quiet, and little new paper is made in the rogalar courve of Lusinees. /A'he bills receira- Dle of the banks have diminishcd considerably since the first of the month, while deposits have grown The Joan market §s oversupplied temporasily with funés, and advances are readily obtained Dby de- eirable borrowers. Rates of discount are S@10 per cent to regular customers, with concessions to first-class inde- pendent borrowers, On the streets rates are 7@18 per cent, withan tnadeguate offering of good peper. New Yorkexchange was oferedat 50¢ premiam for $1,000 between banks. The-coantry orders for currency were 8 little beavier from the wheat districts. The clearinge were $3,300, 000. MIXTURE OF BANKING AND POLITICS. The Imperlal Bank of Germany has omitted from the list of foreign Government securities on which it makes advances, those of the Austro- Huongarisn Government, and the eflect has been 10 increase the depression shown in such securi- ties of late, which is not unnaturzl, looking at the extent of dealingy on the German bourses in Aus- trianand Hungarian sccurities. As & consequence, there has been a good deal of excitement in Vienna, where the bewilderment is increased by the difficulty of finding out the motives, totally unexplained, on which the Bank of Germany bas acted. The fear of loss, it Is supposed, conld hardly have operated, as the Benkis, in any case, restricted from making advances to tae smount of more than 50 per cent of the value of such foreign sccurities, and of eoarse it need not have advanced more than it thonght qnite safe at any time, so that it ia diflicnlt 1o imugine 8 good reason for absolute exclusion. Still, if the bank had been a private back, thers wonld have been, nccessarily, an end of the matter. Sach & bank may decline any secari- ties it pleases, althongh intending borrowers may think it capricious, —a charge sometimes bronght, we may observe, sgainet the Bank of England itself. But the Imperial Bank of Germany, 3s we explained last year. is in thestrictest eense a Etate inetitution, ebsolutely zontrolled by tke Imperial Chancellor, and it is on this account that the omis- sion 0f Austro-Hungarian sccurities from the bank's lst has its significance. What {s at first #ight a mere banking regulation is transmuted into a political act, and Prince Bismarck, it is as- sumed, must have had hiv _ressons for treating _Aurtro-Hungurian securitics inthis manner. Does ‘heforesce political complications which will greatly endanger such secaritice, or does ke wish, by dam- 2ging Auetro-Hongarian credit, 10 put & pressure upon the Government 0as to make it conform to come policy favored by Eartern question? We Germany. probably in the are not disposed fo think tbat there can- be any sach political reasons for the banking me: which Prince marck cortainly responsible for, thongh he may have had Tittle to do with it ; but €0 long 0s the Foreizn Min- ister of 3 State manages its chief bank, the reguls tions of the benk respecting loans on foreicn = carities, if not on other schiects, especially w cn abrapt change is made, must have & politi- Gl intercat, The Stazes which are injnred y, the hanking measure will be unuble 1o make a distinc- Lion between the Forel M ister as Minister and ‘he same Minister as manezer of the State Bank.— London Lconomisl. In- spected ont: 19,339 bu wheat, 81,217 bu corn, 31,768 bu oats, 1,601 ba barley, For the four weeks ending April 27, 142 vessels laden with wheat passed the Dardanuelles (some call them **the darning-necdles™), of which only 28 were destined for British ports. This namber is rather large, but the quontity of wkeat thus moved is far from being so great os many people suppose. Not a few of the vesacls that carry wheat from the Black Sea are very small—not much Inrger than fishing smacks; and none of them are like the 1s which carry grain across the Atlzutic from the Tnited Statee. The leading produce markets were generally firmer yesterday,—there were a few exceptions to the ruie,—and rather less active in the asgregate. ‘The weather was fine, and more scttled in appear- ance, and thera was Little in the Western situation to give additional strength. The turning point seemed to be the news from Curope that Turkey was in trouble and the rumor that the war vessels of several European nations belng in motion to- ward the month of the Hellespont. It was remem- bered that a similar movement began the Crimean war, nearly 2 quarter of a century ago, and feared that a gencral war will be the result mow. Of course it was not expected that Turkey could make 3 stand sgainst the combined power of Enrope, but it wae reasoned shat the movement may result ina partition of that Empire, which very probably wonld not be accomplished withont a protracted straggle between the victors. In any event, it was reasoned that higher prices moy be looked for. A short struggle would involve a temporary stoppage of grain supplies from the Dlack Ses reglon, and a protracted contest would mean mot only an incressed consumption and mnch waste, but a decrcased production. Tence there was a better demand for grain here, and at least the expectation of it on the ecaboard and in the British markets. Eastern buyers are slower than thoee of the West, but holders there were not elow to perceive that the situation favored an advance much more with present low prices than on those of a few years ago. The feeling ex- tended to provisions, but not eo markedly, asprices of hog product are relatively so Ligh as to materi- ally diminish their consumption. Wheat and corn are 50 low that an important decline is not possi- ble, and they are comparatively safe to hold for & rise. The present crop prospects are not sufficient- Iy brillinnt to induce heavy short eelling, even if the world were at peace, While thereisno doubt that with the first note of war onr visible supplics wonld be absorbed o rapidly as to make the recent talk of winter plethora seem like the visions of a dream. Dry goods were quoted quict. Orders weremostly for moderste quantities, und did not makes very large aggregate. In the grocery market there was coneiderable animation. Not many buyers were present, but the mails brought in a larze numper of orders, and a very sstisfactory busincss wasac- complished. DPrices were steady, firm, end wn- changed. Dntterand checse were dealtin rather eparingly, the prospect of lower prices a little far- ther along in the season leading buyers to restrict their orders to suppiving current nceds. Dried fruits were ordered frecly by the local and country trade, and both domestic and foreign descriptions showed firmness. The fish market wes quoted quiet, with prices ranging 2s beforc. Coal and wood were duil and unchanged. Thers was no change in the leather, bsgging, tea, paint, and oil markets. Tobzcco was in better demand, and was more firmly held, the increcsed strength being due to reports from the South of damage to the plant. The lumber market was rather guict. The offer- ings at the docks were emall, and at the yards trade continues steady. Metals and nails were steady and In moderute request. Building materi- als were dull and generally lower. The wool market remains doll and weak. The Western ‘manufacturers are ordering small lots to keep their mills in operation nntil the mew season opeus, otherwiee there Is little inghiry, und sellers usu- 2lly are inclined to make concessions ruther than miss asale. The inquiry for broom-corn, hides, and hay continues moderate. Seeds were dull and weak, except timothy, which was scarceand in few hande. The poultry market was firmer, the offer- ingw being Insuflicient to meet the wants of the city trade. Eggs were unchanged. Green fruits sold frecly at former prices. . The advance in grain caused four failures, which were snnounced In the ofternoon. Nome of them were for large amonnts. They were chicily con- cerned in wheat. Lake freights were dull and nominal at abont 23¢c for corn, and 2c for wheat, to Buffalo; some quoting them even lower. Rail rates were quoted at 20¢ to New York, 18c to, Philadelphia, 17%4c to Baltimore, and 25¢ to Boston, per 100 D, with some limits at cutting under those figures. Through rates to Liverpool were quoted ot G0c via Boston or Philadelphia, and 63c via New York, both in specle, per 100 s. FOREIGN INPORTATIONS received at Chicago yesterday: Louis C.
