TUE CHICAGO TRIBUNE: SUNDAY, :AUGUST 22, 1875.-SIXTEEN PAGES. a — THE CUSTOM-HOUSE., & Formalitics with Which Vessels Must Comply. -" Tho Tecessary Papers—Storing Datiable Goods. She Smuggling Question. The Custom-House routine through which yessela have to pass 0D entering the port of Coreago 16 comparatively simple, tut infringe- ments of itare aptto cause & severe penalty, ‘When verscls enter the harbor and pass up the ver, they are hailed at Rush street bridge by a Custom-House Inspector, and the port whence they have come 1s inquired after. In the case of sesse's from foreign po:ts, Inspectors are guspatcned to board them as soon as they arrive at dock, and vessela from the lower akon et boarded 10 the sams manner as often aa sitle. Tbe Inspector makes as close an ex- Amioation as possible’of the cabins and upper works of the vezsel for dutiable articles, and the batches are closed and cargo sealed up until en- try of 1t bas been made, THE DISTRICT OF CHICAGO extends from about Waukegan to Michigan City. ‘Feasele trading in this district need not report orclear, but masters of vesse!s from other dis- trict, or from foreign ports, must 16- pot to the Collector ia twenty-four pours after arrival, under penalty of 620 jo the former case, €1000 in the- latter. ne report is made to the Marine Department of the Cus.om-House, and s manifest of the cargo given. Incase of vessels from foreign ports, the importer ia allowed twenty-foar hours io shich to enter the goods at the Castom-House, @r, in other words, to submit his invcices with ¢he Congular certificates of the foreizn porte, and pay the duties thercon, giving bond fur the goirectvese of the valuation aud classification of fhe goods. If the importer faiis to do this in the piven time, the Rood are Bent tos bonded ware- house, remaicing there autil the ducies and gorage charges upon them are paid. In the caso when the importer makes the entry within roper ume, fhe proper Win’ pensar? 18 ISSUED, addressed to the Inspector in charge of the ves- gol toland the cargo. tus permit contains an inventory of packages, the maiks and numbers gipon tem, description of merchandise, e:c., and tha packages to be sent to the Appraiser’s more are wdicated. The discharging cfticer of the Custom-House sees that the cargo cor- responds to the inventory given on the permit, “and picks out the pactages to be sent to the Ap- raiser's store. A report to the Custow-House ismade upon the cargo 80 .tuat it may be seen ‘rhether it corresponds to the manifest filed by the master of the vesuel. In regard to the BELECTION OF GooDs a i the Appraiser's store, it isto be explains: a Sean toe invuice is recerved at the Custom- House a random selection 18 made ot oae out of every six or seven packages of the same kind of c to be sent to the Aprraiser’s store for examination. When an importer desires to have bs goods passed through the Custom- ‘House immediate! after arrival, he can, by pas- jag the cuties indicated on the invoice, obtain all eXcept those sent to the Appraiser. If the val- nation and c:assificauon of the goods made by that obicer varies from that siated on the in- voice, the previous settlement with the im- porter is corrected on the new basis. In case of goocs sbich are sent to a bonded warehouse, 8 selection of packages for the Ap- raver 1s made im the same manner, but the im- por.er need pot pay the duties except when he desnes to withdraw the goods fro:o the bonded warebouse. Goods in a bonded warehouse or boudsa duck are out of the custody of the im- porter, aud are in the care of Custom-House officers, #0 that cargoes of goods to go into bond are landed at once. THE ADVANTAGE to be secured by an importer in !etting his goods potoabouded warebouse is that he need not par his doties until be wants the goods, and need ouiy withdiaw them as be wants taem, pay- Ing a0 amount of daties proportionate to the quactity of goods he wishes to si:hdraw from boud. IN THE CASE OF BULKY ARTICLES which could uotreadily be placed ia bond, as for instance Balt aud lumber, the parmeut of du- ties ig luvariauly required before permit to no- Joad is iesued. When the importer i810 such a hurry tor the goods that itia desired to unload ” the wrgo a: night, the macter of the vessel exe- gates a bond tothe approval of the Collector, indemnitying bum trom losses that may occur fom euch 5; ecial license. From the above ce-cription of the routine, the reader may discern the pointe at which SMUGGLING MIGET DE POSSIBLE. The Custom-Heure relies upon the examination af the lnepeccor to discover dutiable goods Pot incluced in the manifest of cargo, aod if he should be negligent smail articles might esca:e bim. or if be should be eorraputle, his veelect to notice might be in- eured. If the selecticn for the Appraiser’s store sould be foreseen, a frauduieus entiy might be resoited to, 1n order to smugeie in goods. But the peuslLes are vo Leary that even # small de- guee of rok would be t00 great to incur. High luties on the other hand, however, offer such s darge profit for succesoful smuygiing that 1 is ‘not to be wondered at that every vow aud then 8D attempt is mace to get up an underground line to Canada. At oue tune the smug- elwg of clothing was extensively carried on, orders being taken in Chicago, and the Giotbes seut througa from Canada at prices that showed that the exactions of we Government bad vee evaded. For the prevention of smuggling outelde of ‘the port uf entry, the Custom-Itouse anihouities rely on : THE REVENUE CUTTER SERVICE. When vevsel c.ears from « foreign port, its Papera cet forth its destination, aud tue law does ‘Bot Ailuw it to lund its carzo at any other port of @atrr, Any alteration of a stup’s papers is pun- fbadleas afelsny. Toe revecue cuttera cau bead any vessel and exanmne its papers, aod exercise 8 su.veilance over it W any surpicion is excited in re- fird to ite intent. If fur instance etacgeling vercol shoold Isud its guods on the ‘at pome faint avav from the city, if over- Isuled by arevenue cutter on ius way back, it eculd not exhiott proper japers. All vesuels cf 2% tons aod upward, are enrulied and licenned, Andon arrival at port most report at the Cus- twin-House, and at depaiture must obtain clear- auce papers under heavy peualties for negiact. Arevenoe cutier at the Straits of Mackiuaw could exercise surveillance over all the. commerce entenng Lake Micnizan. A certidcate of registry, enrollment, or liosnse, fiaudulently obtained, subjects s veasel to eeiz- weaud forfeiture. The laws confer ample an- thority on all Custom-House officers to make thoronzh inspection and examination. Iudeed, 0 extensive are the powers of the otticers of the customs, and complete their facilities, that only the enormous rates of duty on a protective tari” could afford encouragement to smugeiers. The Margin of profit is so large that the smugglers ‘ap afford an occasioual seizure. Raphaei’s Cartoons in the Sonth 4 ‘. Special Dispatch to The Chicugo Tribune, Qerscr, Ilt., Aug. 21.—Tke proceedings in the ecandal-trial to-dsy were bilef, and nothing of special importance was elicited, except ono piece of evidence tending to show that one of tho women with whom Hoffman has been inti- mate opened a ccrrespondence with one of the phvsicians bere with a view to securing his services for the rurpose of abortion. This woman left the city afew days ago, and the de- fense is attemphog to show that she left at the instance of Hoffman. This, however, has not yet been shown. + bs ‘Some testimony was taken to-day which will not be published till Mondav. This aftervocn a mau from Nashville was pass- ing through the city, and upon bearing of this trial went to the oltice of Gen. Prentiss and in- formed him that he could produce the testimony of unmmperchadle witne ses to show that Hoff- man’s reiations with the women were grossly seandalous while he was dispensing the Gospel st Rusbville. Depositions of witnesses at that ace wilbe taken, to be usedon Tuesday or ‘ednesday. Last evening some of the females of Hoff- mac’s church beld a very spirited indignation meering, at which they resolved Prentiss into a monzter and Hoffmao intoa martvr, aud de- manded to be placed on the stand as witnesses to their pastor's piety and devotion. Itis rumored to-night that a motion will be made on Monday to quash the proceedings, but they have probably gone too far for that. TILE INDIAN FRAUDS, Serious Irregularitics Discovered in Gibson’s Accounts, aSvecial Lrsvatch to The Chicago Tribune, Kansas City, Mo., Ang., 21—A Kansas City Times reporter, who-has just arrived from the Osage Agency in the Indian Territory. states that the investigation by the Commission ap- poiuted br United States Indian Commiesioner Hong, in relation to charges of fraude and in- compe:ency acainst J.T.
