THE CRAND JURY. ‘RESULT OF IT8 INVESTIGATIONS. The Grand Jury of Cook County brought in their report to the Criminal Court, Judge Will- tams presiding, at 1:15 o'clock yosterday fore- noon. ‘The document read as follows: Guaxp Jour Rooms, Feb, 27, 1875.—7e is , Honor Judae Wilhams—Sm:’ In socordance with your in- atructions we have carefully examined the County Jail, and feal compelled to aay that it is insudicient for the eafe-kecping of criminals, We herewith submit tho result of our investigations, accompanied with such suggeations aa in our opinion will remedy the de- fects: alo other matters for your attention. The first defect we noticed inthe Jailis thd frout door, whick ia made of pine, and could be easily broken. ‘This should be properly protected by iron grating. ‘We think this is a very weak point, and one that might lead toa general jai! delivery, The skylights over the Jath and lumber-room adjoining the office should be protected. Upon entering the corridor we find many defe one of which is the floor to the lower ‘We suggest that they be covered with a chilled ircn plate, to prevent persons from cutting throngh into the bisemeat, and for sdditionsl security the same should cover the ceiling of the upper cella, which would prevent cutting through into the ‘tue, “Tbe ceiling over the corridor should be covered ‘ith’ plate of iron for at least 10 feét out from the {eco of the cella, We further suggest thet nua pro- tection from escape through the ventilating flues that a perforated chilled fron plate or bara be placed over the ventilator at the top of the upper cella. The con- struction of the doora and transoms tothe cells is fnstficient, ood the latter useless. We find that the Prisoners supply thomselves wich weapons and tools &f escape by breaking off the iron legs to their beds. ‘These might be Lester supported by chain or bracket. ‘While no prisoner has as yet escaped through and by means of the elevator, we think {fa dangerous avenue, ‘The doors and windows of the basement or sub-cellar are very insufficient, being entirely too frail in ther construction. We adviee that each cell be ‘whitewashed, and that all festooning and papering of the walls by the prisoners be probivited, Aleo, that tach cell be overhauled and examined at least twice tach week, The Grand Jury feel it necessary fo ceu- sure the guard, or those in charge of the Jail, for al- lowing a prisoner to excape through the ventilator, the work of which must bave occupied a week or ten days’ ting, and give it as their opinton that somebody hus been derelict in their duties, Our attention wss called to the fact of flushing the soil-pipes or the colla throe times each day with water, an-{ at no other time. It seems to us thats system of pases might be adopted which would have atendencs to cnt off many visitors at the Jail, who ‘visit {t ont of mere curiosity. ‘Wo wonld suggest that the guard be increased in the Jail, and that at all Himes one patrolman be on duty in the yard. We notice the need of a female attendant, whowe duty should be to examine all female visitors and sco that they do not carry the prisoners tools and Other means for their escape. Need, there huving been grave charger of a varre nature preferred against him and presented tous. \ save gone to considerable trouble to give the matter u taorough investigation, and have to report to Four Honor that we find no authority for the rumors whatevér, or in bis official conduct, which ought to im- Fair the public confidence in his integrity or his effi- ciency in the least ; and that the charges were without any foundation whatever in truth, Our attention hay- ing been called to the State law RELATING TO GAMBLING and of gaming-houses, and the mode of pro- cedure, it requiring the affidavit of houscholders, Srhich,'to us, seema more of protection to the gam— Here than otherwise, snd, in our opinion, ought to be repealed, or so amended’ as tobe more in harmony ‘with the'city ordinances, 80 that the police could pro- ceod against the gambling-houses direct, and. not be iisble under a civil action for damages. ‘Then the cen- sare would attach iteelf to whoever in authority should be derelict in the discharge of their duty. While we admit that there aro defects in the law regulating and defining the action against gamblers, we fee! that much more conld be done by the Board of by a thore ough nse of the powcrs now invested in them. We have examined a number of competent snd reliable witnesses touching the efllciency of the Police Depart- ment of this city in their action towards gamblers and gaming-houses, and, while the evidence adduced ia) pot of a character to fx any criminal intention upon any particular officer, itis still of sucha nature as to convince us that tlie Police Department of this city is entirely ade— qustetothe suppression and control of all public gaming-houses, and we most earnestly recommend to them the continuance of the eame determined and ‘united effort that bas characterized their action during the soosion of this Grand Jury; and we feel certain that, ehoald euch effort be continued, the citizens of this city and county, who desire the imafntenance of lawand order, will bare no good reason to complain, end our city willsoon bo ae FREE FROM PUBLIC GAMING housea, and our young men, and especially strangers, ‘will no longer be subject to the danger that such Louses always present, when allowed to be Kept on prominent business streets, where “ropers-in ” tempt ‘nd persuade them to enter what appear to be placos of publie resort, While we do not expect that gaming vary soon, if ever, entirely ocase, yet wo do be- lieve that the Police Department can, ‘by united and continued action, render it unprofitable, and consequently it “would cease to be a. public nufaance anda public curse. We farther recommend that the laws in relation to public gaming be 50 amend- edthst when any person shall te convicted and fined ty a Judge of any court, or by any Justice of the Peace, as a Keeper of « pubiic gaming-houee, it shall be the duty of such Judge or Justice to notify tho owner, or owners, or their agent in charge of such building, in which the crime was committed, by causing a tran- script of the proceedings under which the offender wan convicted or fined to be served upon such owner or owners, or their agents, and such service, properly authenticated by the person aor officer serving such no- fice, shali be beld to be good, sufficient, and legal no- tice to the owner (or owners) of auch buildings, and from and after the service of such notice any further use of such building for such purpose shall render the Jesse of euch building null and void, and shall render the owner (or owners) thercof liabie to indictment and tion aa keeper (or Keapera) of public gaming- It is the unantmots opinion of the Grand Jury that the practice of assessing fines by the Justices of the Peace has a tendency to rotard the ends of jnstice, or might be better regulated and governed by binding them over under bonds to appear before the Criminal Court, when all the facts could be brought out, ands ‘St puniahment assessed against them. ‘Tbe criminals for whom wo have the greatest sym— Pievare those complained of by rotail dealers who we lost goods, while exhibited in frout of their ‘ores, offering such strong temptation to those suffer- Ing from hunger and cold. BENTEXCE-DAT, Yesterday was sentence-day in the Oourt, and the following prigoners were arraigned before Judge Williams for sentence: Peter Ruff, the Ofice-boy of the Relief and Aid Society, who Stole $1,000 therefrom, was given six months in the House of Correction. O. H. Widner, who war charged with. assisting in the Floyd and Chatterson robbery, was sentenced to six months. 4a the County Jail, and had his sentence sus- ‘ended. James Brady, five larcenies, was given three years in the Penitentiary. Jamea Whelan, iar- eewy, six months House of Correction. John Michal, cheating, ten daya in County Jail; be had already spent four months therein. William les, atealing several hundred dollars from his employer, one year in the Penitentiary. Louis Ludwig. assault with intent to do bodily injury, one year in Honse of Correction. Kdward Quinn, larceny, eighteen months in Penitentiary. Ted- dy Twohey, larceny, eight months in House of Correction. Joseph A. Whitnoy, nesault with in- tent to commit bodily injury, eight months in ‘House of Correction : he bad been three months in jail, James Armstrong, 15 years old, stole an $8-coat; bad been two months in fall; sen- teace suspended.
