O., Feb. 20.—The debate on the tax bill was more like a general debate upon protection then any that bas preceded it. In- deed, the purpose of the bill seemed to havo been in some mossure lost, so the arguments were directed in favor ot protection or {rec trade, Tho debato, which was often vory epicy, curiously exhibited the different theories. .Cly- mer, 8 Ponnsylvanis Democrat, refused to vote for the bill except the 10 par cont protection was Kept on. Wadsworth, of Obio, want- ed the bill to pass; because it would help make fn his district the best rails in the world. Smith, of Pennsylvania, another of + the Kelley school, wanted tho hill to pass bacatse Jefferson was in favor of protecting American industries. Horace Maynard was for the 10 per cent restoration, which be believed would be paid by foreign manufacturers, and not by the the American consumers. Todd, « Democratic Protectionist from Pennsylvania, wanted tho 10 per cent restored, and s protection policy adopt- ed. Spier, another Pennsylvania Democrat, who was hissed out of his own Convention because of back-pay, wanted the tariff increased because other States had river and harbor ap- propristions 2nd interior Pennsylvania could got a grab out of the Treasury in no other way. Field, of Michigan, the chief apostle of protec- tion,tin a guit,os he ssid, made by American tailors of Michigan wool, dyed brown, thought the bill did not sufficiently increase the tariff. Sendder, of New Jersey, like Col. Sellers, was for the bill because he saw in it the honor of the old fisg, Sunset Cox Jost all the Pennsylvania votes for the Bpeakership by boasting that he bought the suit of clothes he had on in Canada for $21, duty free. Dobbins, of New Jersey, who had beon a practical farmer for forty years, and who is the only Eastarn Granger in Congress, thought that a high tariff made happy farmers; and knew that if he paid a tax on bis plow, that tax furnished a better market for his produce. Fort, of Iulinois, ridiculed the Democrats for talking fres trade and voting for protection, and said that the peoplo of his county wore ‘con- yinceg that s tariff should be loyied for revenue only, and not for protection. Loughridge, of Towa, opposed the 10 par cent restoration, which he said would come out of the Westera farmers and only benefit Penneylvania iron mon. There was A RATHER BITTER PASSAGE betweon J.D. Ward and Dawes. Ward moved to amend the bill by exempting omory ore from duty. It was ruled out-of orderby Dawes. Ward ssid he would, nevertholoss, ad- dress himsolf to the point. He desired to call aitention to the fact that tho duty ou emery iron, which was en article of universal uso, was kept ‘up wolely to benefit a bed of ora in Dawes’ own district.
