Special Dispatch to The Chicaoe Tribune. =; Wasnxotos, D. C., Jan. 30.—The Democrats in the House continued the weék’s folly. The adjoarnment of yesterday proved only a trace. The filibustering proceodings which have con- gamed the daya and nights for most of the week were resumed at midday, save that the Houso nad the benefit of clergy. There bas nover boon w more flimsy pretext for stealing pablic time or obstructing ublic busi- neces than that sot up-by tho Democrats. There was no postible reasonable excuse for the Joss of the dar. ‘The wager of physical battle was ended. - The possibility of the triumph of a small minority was demenstrated. Tho neces- sity of some change in the rales was clear- ly proved. The nature of that change was siready egreed upon, and was admitted by the Democratic memblis of the Committee on Bales, who also led ‘tho opposition in the House, to be just and fair. At the latest, that role could be adopted on Tuesday. C., Jan. 30.—Advices from Louisiana represent that the plan recently pro- posed by the Conservatives for the compromise of the difficulties-in that State will doubticsa be agreed to. Dispatches recoived from prominent |. Republicans there indicate that the Hoar Com- mittee will substantially agroe with the Foster Committee on tho subject of the Returning Board. There is likely, however, to be an important difference in respect to intimi- dation, ‘There is no doubt that the Hoar Committee will report that much violence bas beon nsed to prevent Republicans {rom voting, _ Packard has recently telegraphed here that the Repnblicans are not making such as show before the Committee as is desirable, for the reason that it is not possivle to obtain the attendance of the necessary witnesses. ‘A farther point in the compromise suggested by the Louisiana Democrats is tat thoy will make no objection to Piachback’s credentiala, and will permit him to bo seated without opposition if the Senate will watve its objéctions to bis moral character. Conkting’s position is supposed to be this: He will stand by Fre President and give him cordial support in his provisional recognition of Kellogg, but as 9 lawyer, upon tue evidence in the record, he will decline to Le forced by caucus to recognize the Kellogg Government as legally valid. Howo takes exactly the same position, and bas inti- mated that he does not think it becoming 10 Morton to insiss in forcing 8 caucus rule against the opinions of so many Benators. Wadleigh, of New Hamrsbire, who was absent when the Coomittes on Elec- tions voted sesterday upon the motion to recog: nize the validity of the Kellogg Goverument, has returned. C., Jan. 30.—I'he Republican Sonators were in caucus to-3av, for about five hours, on the Louisiann question. After much debate it was concluded to support the President in what be bad already done rclative to affairs in t State, and to stand by himin the future in support of the Kellogg Goveramet ia all lewful authority. Itissaid there are eight Senators who dissentgrom this position of their Iepubli- can associates. Tho question of Pinchback’s is ‘shill before tho Commuttee on Privileges and Elections. —-— PACIFIC MAIL. DIRECTOR SMITH TESTIFIES. Wasnrsarox, Jan. 20.—Tho House Ways and Means Committee resumed the Pacific Mail subsidy investigation this morniag. James D. Smith, s Director in the Company since 1874, explicitly contradicted the statement made by Irwin imputing to bim some knowledge of Irwin's employment by Stockwell, and Irwin’s receipts or expenditures of money, Smith never knew or heard that large sume of money were spout in ‘Washington or elsewhere by Irwin until monws afterward. When Stockwell projosed to the Ex- ecutive Committee the resolution authorizing him (Stockwell) to employ counsel and expend such money as might be necosaary to present tho case in Waehington, be (Smith) remarked: ‘You can't expect to expend more than 25,000 on this Sutbority,” and Stockwell roptied that the expen- dture contemplated by him might be $5,000 or $6,000, but would certainly not exceed $10,000, and that this would be paid ont for counsel-fecs, hotel-Dills,the preparation of statistics, etc. Stock- well repented these statements to the Board of Directors, and it was with tais understandiog that the action of the Execative Committoe was rati- fied by them, and all their other expenditures were 1nade entirely without the kno-«ledgs or congeut of the Board of Directors, or, so far a8 the witness knoe, of any one of them. SERGEANT-AT-ARMS ORDWAY said be had mado a carefal examination of every credit 10 members of Congress during May and Juve, 1872, avd found that oaly thirteen mem- bers made deposits of any sume during those two months amounting to 3100; and these thirteen depositors, only two were credited with more than 500, aud thet neither of these two members voted for the Pacific Mail sabsidy. Oraway also swore that thero has over been, to his knowl- edge, one dollar of money paid io any member of Congress in or through his office, to intluence legisiation, during the elaven yoars that he has been in office. IRWIN RECALLED. Richard B. Irwin was rocalied, and declared that, according to his recollection, every word in bis testimony concerning his internew witb Smith was strictly true. Irwin was then inter- rogated by Clark Bell. counsel for the Pacific Mail, Sir. Beck expressing surprise that such a priviloge had been granted to any outsider.
