LEADING POINTS THEREOF. Special Dispatch to The. Chicago Tribune. ‘Waservaroy, D. C., Dec. 19.—The Republis an Senatora were in caucus to-day for four hours There is an inoxcusable mystery about the re« sults of their deliberations. It is known, how- ever, that {he Caucus Committee on Financa, which was appointed at the beginning of the gesgion, and which has held almost daily meet- ings since, submitted its report to the full cau- cus, and that the report was adopted. The fol- lowing are tho foatures which it is agroed ahall e inserted in & general Finance bill : ~ SPECIE PAYAMENT SHALL BE RESUMED Jan. 1,1879. There shall be fres banking, silvey shall be substitated for fractional currency ; ax fast as bank-notes ers issued 80 per centof greenbacks shall be retired, until tho amouni outstanding is reduced to $300,000,000. There shall bo o tare of 1-50f 1 per contum for coine age. Tha Secretaryof the Treasuryis authore ized to make any arrangement which may seem to him advieable concerning sny bond, the issus of which has already been authorized. No fur- ther roduction of the gmenbuks i3 to be mada below §$300,000,000. The theory is that the oper- ntions of the other provisions of the bill wilk have the offect to BLING THAT AMOUNT OF GOLD HERE. ‘The Secretary of tho Treasury is also to ba empowored to use the surplus epeciain th Treasury to redeem Treasury notes in gold, if this_arzount is inadoquate, he may sell any o! the existing bonds. There is no recommendation thattho Legal-Tendor act berepealed. The drif§’ of the Committee in caucus discussions seems t& have been that the repeal of the Legal-Tendes act would follow as & sequence of spacio re- sumption, but thav its repeal should mot of neceagity procede resumption. Thero is littla doubt that a bill embodying the foatures herein indicated will pass the Senato, as the decision of the caucus is _ EQUIVALENT TO A VOTE IN OPEN BENATE. It ig learned that the final discussions in full caucus were entirely harmonious, and that these provislons were agreed to with astonishing wnanimity. Thoso “who havo boen callod infla- tionists wero in the majority on the Caucua Com- mittes which framed this bill. These featurew represent the viow of tho vast majority of the Senats upon_tho only possible means of com- promise on finance. 1t is proposed that shortly after tho holiday recess, which now seoms certain, thoe House of Kepresentatives meet in caucus to discover Whether they can_unito upon tho provision ta which the Senate Republicans to-day agroed. {Zo the Ansociated Press.} ‘Wasmorxeros, D. C., Dec. 19.—Most of the time of the Senate caucus to-day was consumed on_the financo question. The debate took a wide rango, but all who spoke expressed the opinion tbat something should be done, and therefore it was the part of wize autepmwuhrp to harmonize their views if possible. 'The Com- mitteo of Eleven, Mlr. Sherman, Chalrman, beforo they brought thoir report into tho caocus differed, seven being in favor of the report and four sgainet it, but finally, on motion of one of the four, the report was made ctnanimous, and adopted by tbo caucas. ‘The Eill agreed upon will be reported at an early day to the Sonate. According to the best attainable information, it provides for tho resumption of specio payment on Jan. fl, 1879, for frea banking, and for the reunng of green- backs to tho oxtent of per cent of the anovrnt of new National B:mk notos is~ sued, and 2150 requires the 346,000,000 of frac- tional currency to bo gndunhy witbdrawn, and silver coin in denominations of from 5 to 50 conts. issued in 1ts place. The Secretaryof the Treas- ury is cuzhorized to uso the surplus coin in the ‘reasury on and after theday tixed for rosump- tion to redeem legal tenders, and, if necessary, to sell bonds for the same purpose if the amount. of specie is not sufficicnt. i o A PACIFIC MAIL INVESTICATION. IRWIX OBSTINATE. Spectal Dispatch to 2%e Chicago Tridune. Wassisoros, D. C., Dec. 19.—The secret ox- amination of Irwia by the Sub-Committee of the ‘Ways and Means Committee to-dsy was short snd froitless. The goneral lino of oxamination was resamed where the Committee stopped yoe- terdzy. That was with tho important question designed to discover to whom the money was paid. The Sub-Committce found Irwin more resolute than ho hed ever been before, and de- termined to Le silent. Inquiries, romonstrancos, or tbreats could command no nnswer. He prac- ticaliy told the Committee, if mnot in words, that bhis; statement was completed, and that he had nothing moro tosey. He onty did ssy sgain that Lie spent the enormuus sum of woney Licre 20 sfcuxa the subsidy, but that bo £:auld posi- ive R ————— of the pensons o whom the money was paid. Tho Sub-Committes sre very indignant at tho witoess, especially 1n view of their kind treat- meut of bim. Leck insiats that Irwin sball go to prison aud stay there until bie tells all ho Lkuows, The {riends of the Pacitic Meil Company bero Etate the: lowin has accomplished tho prrpose for which be came here, and has completely da- ceived the Committee. That purpose, they eay, was to ACT AS A DEAR I¥ PACIFIC MATL STOCK in the interests of Jay Gould and of the propoaed A N, T g e
