CONGRESSIONAL GOSSIP. ARRIVALS. Special Dispatch to The Chicago Tribune. Wasarvatos, D. C., Dec. 5.—The hotels ara crowded with Congressmen, and the city beging to assume the wppearance of session-time. The result of the elections constitutes the main topic of discussion, and almost every Congress- man has his own views of the causes of the Be- pablican defeat. The members are scarcely more united in their forecasts of the probabili- ties of the session. Some claim that the closing months of the Forty-third Congress will be very busy ones, and that MUCH UNWISE LEGISLATION will be attempted. They argue that the House, by the large number of outgoing members, will be one of the grab-and-run sort. The remark- able number of the noted characters in the lobby gives coloring to these suggestions. RMany of the promiuent leaders of the lobby are already here, which is something remarkable 80 early in the winter, and it i3 observed that SOME OF THE NOJED WOMEN who were widely known {n Johuson's time as successful lobbyists, and who have not been soen in Washington for some years, have already taken up their winter quarters at the Capital. But the Cougressmen whose opinions are besy worth knowing insist that tte session will be re- markable for its prudence and its wisdom. Speaker Blaine himself says that he believes thas the session will be » quiet aod uneventful one. OPPOSITION TO POSTMASTER JEWELL. In the gossip of the day is the threat thad some Senators will oppose the confirmation of Gov. Jewell as Postmaster-General. The cause of this personal hostility is the fearlessness and independence which have characterized the ad- mimstration of Gov. Jewell. He has found it necousary, in gome of the numerous changes which he bas made in the Post-Offico service, to remove the favorites of eeveral Senators from office, and to seriously interfero with some im- portant political projects ; but there is no prob- ability of any serious attempt to defeat his con- firmation. g LOUISIANA. PROGRASIME OF THE KELLOGGITES. Special Dispateh to The Chicago Tribune. ‘Wasunvgroy, D. C., Dec. 5.—The Louisiana politicians give out that the present programme with regard to Pinchback is to influence tho Sen- ate to seat him first, and to investigate him af- terwards, if desirable. The point to be gained by seating him is, that the Senate cannot seat bim without recognizing the validity of the Kel- logg Government, and, as the House bas already recognized the Kellogg Government by seating three Republicans, Congress would have fully recognized the Kellogg Government, and the ex- pected revolution of McEnery would be defeat~ ed. The Kellogg people bave no special lovo for Pinchback, but would be glad to make use of bim a8 the means whereby the complete recoge pition of the Kellogg Government can be 56~ cured. ANOTHER BEGGING MEVORIAL. Another attempt is to be made to convert ths Urited States Treasury into a national poore honse. The residents of the river parishes in Louisiana have sent here a memoral, which will be presented to Congress on Monday, ree questing the aid of the Government to repair thie levaes of the Mississippi River, The memo- rial sets forth that the crevasses which were the cause of the terrible inundation last vear still exist, ana that neither the State mnor the people have any mobey to repair them, and that, unless they are ropaired before another season of high water, a sumilar calamity to that of last year will visit tho entiro Lower Mississippi region. The memorial represents that fortv-seven parishes are in danger of inundation at the first freshet. g SHIPMENTS IN BOND, OPPUSITION TO THE PRESENT LAW. Special Dispatch to The Chicago Trioune. Wasnvoroy, D. C., Dec. 5.—The discovery of the system of smugghng on the northern borders, by means of seal-locks, through bonded cars, has furnished some Eastern Congrees- men snd Eastern merchsnts with an argu- ment agamnst the continuance of the law, which permits the importation of cars with bonded goods in . interior ports of entry. This class of persons make two pointa againet the law: first, that it aflords opportu-* nity for smuggliog, against which it is difficalt, if not impossible, to guard ; second, that, owing to the inexperience of the Appraisers in the in- Yacd cities, or for other causes, the duties on some classes of goods are freguently less at the inland ports of entry than at the sqaports. The only official informstion taat the Tressury has on_this subject 1s derived from General Appraiser Meredith.
