After congratulating the President for adherenco to the Indian policy announced in his inaugural address, and expressing the hopo that tho present success of that policy may make it permanent, they say: * While we do not deem it necessary to present all reasons which have decided us to resign, we may say that, should Congress continuo the Board of Indian Gommis- sioners, a8 indicated in the Indisn appropriation bill which has already passed the House of Rep- resentatives, viz: *with all the duties imposed by existing laws,' aud requiring in regard to the examination of accounts, contracts and vouchers that ‘all such examinations snd duties shall heroaftor bo performed in the City of Washiogton,” we could not nccept duty,— first, becauso under the existing laws, tho over- ruling of the decision of Boards by the Interior Department would froguently render the labor of examiniog and deciding upon accounts and vouchers as uscless a8 it 18 arduous and voxa- tious; and, second, becanse none of us can re- move to Washington to perform the duty. Experience has shown that tho Board of Indian Commissioners, clothed with the proper author- ity and acting in co-operstion with tbe Depart- ment of tho Interior, but not under its direction or control, can hardly maintain barmonious relations with that department. On the other hand » Board eo constituted and under the influence or control of the Interior or Indian Department would be a comparatively uselees appendago to the service.” . BENER, from the Committes on Expendi- taresin the Department of Justice, made & ro- port in regard to the expenses, disbursements, and general management of tho West Judicial District of Arkansas since its reorganization in 1871 The testimony taken covors 300 printed pages. The Committoe finds that the expendi- tures have boen extraordinarily large, and are Dot in all cases supported by appropriate vouch- ers. For the year cuding June 30, 1871, the dis- bursements of the Marshal, William A Britton, wero $137.958 ; next year, Logan H. Roots be. ing i they reached the extraordinary figuro of $321,653, and tho mpext yesr, Britton being Marshal for most of the torm, they foll to 3264447, making a total of 824,058 for thres years, or, including pay- ments to clerks, District Attorneys and Commis- sioners, about three-quarters of a million of dol lars. The Committeo had not boen able to dis cover any suflicient explanation for these very largo oxpenditures, and agreed that there was & most lamentable state of morals among the Court officials in that District. As to the §udge of the District, William Story, the Committes #nys that the records of his Court show that p: ties have been bailed after corviction for capital offenses, and while awaiting sentence, and while motions were pending for new trials, which wero never acted on; that notwithstanding the requiroments of the law that he shall exam- ine and epprove the accounts current of the Marshal before allowing the same, he has signed, at least in one instance, a blank account current which was filled up by the Marshal for 82,000, the same being allowed and paid at the Treasary. His explanation before tho Committee is charac- taizod a8 lame, disconnected, and unsatisfac- tory. The judgment of the Commuttee is that tho great measure of reform needod for the Western District of Arkaneas is the abolition of the district itself and its annexation to the East- ern District, 8o thero shall be but cne district and ono Judge for the territory now embraced in both districts. In order to form a judgment as to the oxpenditures, the Commitiee contrasts them with tho judicial expenscs for the whole State beforo the War, which wero: In 1858, $25.- 000; iu 1859, $19,000; nud in 1860, only 216,000, The Commiztee believes that with the abolition of the district and such legislation as they recom- inend for the proper examination, recordation, and tranwmission of acts in that and other judicial districts of the United Btates, every door to fraud will be closed, and the administration of justice can be more successfully maintained in the territory now comprising the Western District than at prescat. They therefore unhositatingly recom- mend tho abolishment of tho present Western District, the annexation of its territory and transfer of its business to the Eastern District, and that the whole district 88 thus reforme shall hereafter be known and called the District of Kansas, with one Judge, one District Attorney, and one Marshal. The log-crop of the Saginaw District and the shors from the Saginaw River north, to and including Alpena, will be 622,000,000 feet, of which 200,000,000 is apportionod to tho shore. To this should be added bout 100,000,000 in the mill-booms at tho opening'of tho scason. On the Cass, Bad, aod Flint Rivers, and several other streams, the loga aro all or nearly ail out that will como out this season. About 80,000,000 were raft- ed out of tho Tittabawassee up to last night.
