Tho Sheriff went to the Homo yesterday to arreet two in- mates for assault on a third in the Home, un a waniant prooured by the lacter. The Command- er rofused'to surrender the men on the ground that the Logislature ceded the Homo and grounds to tho Foderal Government, and, under’ an act of Congress, the institntion and inmates come undor tho Articles of War; that the Btato ~may scrve warrants for offenses commutted outside the Juriediction of the Iomo, but, for offonses in- Bide, thoy are subjoct to military disoipline.
