He Admonishes Baxter's Troops to Qe Home to Their Families. Federal TroopsfTake Up Their Position Between the Opposing Forces. Little Prospect of a Collision at Last Accounts. BAXTER'S STORY. LrrrLE Rock, Ark., April 18.—Three bundred men from Pine Blaf, 1,500 from Washington, 1,000 from Batesvilies, and 50 from Saline Conn- ty reinforced Gov. Baxter's troopa this morning. The 300 from Pine Bluff are nearly all colored mep. They came in with colors fiying and a band playing. The Governor is now holding & consultation with his Generals. Hia intentions are to surround the State-House, to cat off its supplies. DROOKS ENLISTING COLORED MEN, The State-House party have been pressing the colored people into their service. The Governor 8ays that he will prevent bloodshed if poesible, “But, by the Eternal, the insurgents must and will be put down!" One thousand more men are cxpected on the train to-day. Brooks has sent out numerons recuiling offi- cers, and they are not permitted to return. Brooks now has possession of he street in front of the State House, and h# sentinels can be seen pacing the posts from + Point standing mear the City-Hall. Gen. Ira M. L. The Clerk ro- fed by stating that Chief-Justico McClure, the only dissenting Judge on that occasion, who had sworn Brooks in, had the originals, and & tran- #eript could not be furnished the Governor. The United States flag floats_from the bale cony of the Anthony Honse, and s braes band cnlivened matters this evening by discoursing music at that point. Beveral companios have arrived from the country this ovening to rein- force Gov. Baxter. BROOES COMPLAINS, 2r. Brooks has made formal complaints befors Col. Ross, the Post Commandsnt, that parties have been doprived of their liberty by Gov. Bax-: ter's forcs, and has asked that the United States troops intorfero to protect them. _Col. Ross has declined to interfere, as he has in cases whers the Brooks troops havo arrested citizens. : Gov. Baxter refuses to make any complaints, stating that he is able not only to protect him- self, but all citizens, and asks no assistance. Gov. Baxter STILL HOLDS THE TELEGRAPH OFFICE. Mr. Brooka has tapped the wiresin front of the State-House, and has an operator in that building. BROOKS' SECRETARY OF STATE. Mr. Carry, Secretary of State under Brools, has been o clerk in the Secretary of State's office for the past eighteen months. The Becretary is abseot. " His regular Doputy, Gen. Frank Strong, who is also Gov. Baxter's Attorney-Gen- eral, is with Gov. Baxter. “The State-House party broke open the safe and OBTAINED THE SEAL OF STATE. The Federal sentinels are now stationed at the intersection of Maine and Mariham streete, and at the other points between the two bolligerents, for the purpose of preventing a collision. Gov. Baxter has not yet extended his line around the State-House. "It has been raining all day. The trooim of two opposing Governments, and the Federal troops between, all in sight, pre- sent a very warlike aspect. Gov. Baxter has FROX 1,000 T0 1,500 MEN now under arms, and the number is being con. uszmtly increased. The State-House has abouf 200. Advices here indicate that PRESIDENT GRANT 1S FAVORADLE TO BAXTER, believing him to bo the legal Governor. This bas impreesed the confidence in Baxter. No one can passup or down the streets to-night without the countersign, or having the pass of some officer. g BROOES’' SIDE. B 8r. Louts, April 16.—The Democrat has spe- cials from Little Rock, Ark., via Duval's Bluff, their transmission having been refused at the Little Rock telegraph office. They give the fol- lowing information regarding affairs between the contending parties : The embargo on the telegraph was removed this morning, and the accumulated dispatches were delivered. . CONGRATULATORY DISPATCIES have been pouring in during the day from all parts of the State offering aid in men and ma~ terial to Gov. Brooks and counselling firm- ness in maintainiog, his position at any cost. Al partics and classes uite in commendation of his course, a8 of right over usurpation. Itis universally admitied by all parties that Gov. Brooks was elected by a majority of ths votes at the Gubernatorial election—a fact which Baxter has repeatedly admitted, but claiming the offica by virtue of the non-action of the last General Assembly. Baxter seized the ke]:gngh office to-night, and will allow no dispatches to bo seat or delivered, excepting those of the Associated Press and hig own. He is surrounded and advised by ex-Con. Ledunto Generals and the peendo-chivalry. He 4y - PROCLAIMED MARTIAL LAW through his so-called Erigadior-General, Tom P. Dockery, Military Governor of the city, and is- sues Geperal Order No. 1. Tho call falls still- born: it is ridicaled and treatod as a stupendous farce, somewhat augmented the ~war record of the doughty Brigadier-General, and {he fact that Gov. Baxtes Las wppointed his State officers ard military organizations from the Eourbon Democracy and chivalry of Arkansas, and his partisan appeals ta tho country for men and aid fail in the expected enthusiaatic response he hoped. hThe Democral’s Little Rock specials also aay that BAXTER 18 DISAPPOINTED . at the responses made to his call for men. Jackeonport, upon which he had confidently relied for a reinforcement of 200. re«ponded at the public meeting called by only two volun— teers, Gov. Brooks holds the State-House with a force of several hundred men, which will be re- inforced by 300 more to-night. Arms, ammuni- tion, and supplies are plentifal, and BABRICADES HAVE DEEN THROWN UP in the State-House yard, and every means taken to prevent a surpriso by the opposing forces, Two field-pieces command the approaches from the street and the river, and the Btate-House windows ate brisuling with bayonets.
