[70 the Associated Press.} ‘WasmraToN, D. C., March 25.—1'he Committeo of Ways oud Moans gave another hearing in the matier of the Sanborn contracts to-day, and Holcitor Banfleld made a statement, Ho ap- poared, he said, not in the mterest of Sanborn, or any other contractor, but st tho requost of tho Becretary of tho Treasury, to oxplain the relation of the Dopartment to this contract question. Tho application for contracts to col- loct debts duo the Government had beon mads *'18 oarly as 1809, and nlthough tho Socrotary and Solicitor were uot favorably disposed to the sys- lem, contracts weie given to saveral partios at rates of © JOMMIBSION VARYING FRoM 20 70 50 PER OENT om the amounts to be collected, the contiactors to 1T all oxponses. But the invariablo result bad been that nothing was collected ; at all svonts, that the Government got nothing. The syatsm wos abrogated, and was not resumed un- | tho passaga of tha law under which the San- born contract was given, and less cae was taken to limit the commission undor that contract than there would have been if it had been supposod that anything would be collected, Tho Solicitor ¥as BUARPLY CROSS-QUESTIONED by Mr. Beck as to why Interual Revenuo Col- loetor Douglass wos not_called into consulta- tion by the Secrotary and Solicitor whea they un- dortools to carry the law into effoct, and also a8 to what authority be bad to writo lotters to in- teraal ravenue officors, directing them to nid San- born, when tho law 10quired that he should aid them, To the first question his roply was tiat the law reforred to *‘debta withheld," and not particularly to futornal revenue matters; and to the socond that the idos of assistence was that it should bo mutual, and that Sanborn could not vory well asaist the regular officers unless they were willing to assist him. In roply to s_ques- tion by Mr, Sheldon, tho Bolicttor said he had no knowledgo, bolief, or suspicion that any ofiicor of “the Govornment hiad received, or expected to re- ccive, anything in any way from the Sanborn contract, G After the oxamination of Banfleld was con- cluded, JOIN D, SANBORN camo before the Committeo, but instead of pro- coeding with bis statomont, ho said that hoe bad | within the last twenty-four hours beon advised by his counsel that, in view of the indictmont pending egninst him mn Brooklyn, charging him wilh collusion with revenue oflicers to defraud the Government, it would be injudicious for Lim to moke the full statemont which he had boon’ rendy and willing to make, Ho was ready, how- evar, to give to the Committes such general in- formation on tho subjoct aa ko possossed. Ho wag informed by the Chairman and other mem- bors of the Committeo that the Committeo could not sit and listen to any partial statoment ; that he was presont, not by order of the Comraitteo, but of his own volition, snd in accordnucw with his own request, in order that o might make & full and fair statement of all the aircumstancos conuected with his conttaot. If he was not propared to do that, and to answer such questious as the Committee might desire to ut to bim, the Committeo would decline to lis- n to any partial or restrioted statemont, Ban- born's counsal (Woodbridgo, of Vormont) justi- fied the position taken by his cliont, Ho thought it better for him not to submit himself to an ex- amination of Committee, He alluded to the {act that thers was & gentlomnn prosent undor- stood to bo an Ansistant District Attorney from Lrooklyn, watching to take advantego of any- thing Sunborn might say, _Tho Committeo adjourned without any doci~ sion whother Sanborn should or shiould 1ot bo mado witnoss, . —_—— SPY JAYNE, swetal Dinpaich to Lire Clucayo Tribitne, New Yonr, March 25,—While 8py Jayne, of the Custom-House, was in the oftica of District- Attornoy Blis to-day, a complaint and summons wag served on him by Btauloy, Brown & Olark, (o Buit bogun by them to recover 812,100, Ullogally recolved by him a8 informer in the case of Woudrnff & Robinson, The facts in thin case are of & remarkable character, and the afi- davits on which complaint is based charged Jayuo with conspiracy, subornation of porjury, aud other crimes, all'of which the Graud Jury will bo. asked to inveatifate, They om- braco evidonco on which the case of Woodrnff & Robinson was worked up in Jayne's offico by his assistant, and if all the written statemonts of Hayos, tho real informer, nud tho informera of record aud their attornays are to bo belloved, TILE YRAUDS IN THE OARE WERE ENOBMOUS.
