Fitzgerald's resolntiop ssking ths opinion of the Corporation_Counsel upon the ability of the Common Council to fix the prce of fo_consumers in the _city, was referred back with recommendation that it be placed on file. This action was taken in view of the fact that Judge Norton had al- ready given sn official opinion, which was read at the last Conncil meetiog, to tho effect that the Council Liad no authority, under the present arrangements with the Gas Companies, to fix their reats. The petition of certain firms and individuals asking the award of a contract for lighting &trcofs not having gas-mains with kerosene and otber illuminating oils was temporarily laid over. HACK LICENSES. - The ordinsnce relative to hsck licenses was the occasion of a very lively discussion, in which A%d. Mabr and Bsiley took tae most important art, The latter wisked to give toe ackmen leavo to stand _anywhere in the city, while Ald. Mahr wished to give them plenty of stands, bat did not think {kay enght toba allowed to block up any place they might choose. Tha other members of the Committee sgreed with Ald. Mahr, and it was decided to recommend that the ordinance be placed on file. BALOONS AGAIN. Aig. Corcoran having come ip, the saloon mestion was again discussed, and Ald. Bailey gmuy agrecd to sign the majority report. Ald. Reidy will present a minority report recommend- ing that the doors and curtains of the saloons be clozed all dsy. ABRESTING MACKXNES. Tho ordinance vacsting the strip of land, 18 foet wide, on the sita of the old North Market, now covered by the County Jail, was taken up, £nd a report made recommending tho passage of the ordinance, in order to transfer the land to tha county. McCormick estate, auking leave 0 lay o strect-car switch on Kinzie slreet in front of McCormick's Hall, on the corner of Clark and Kinzio streets, was taken up. Ald. Lyach, Corcoran, and Lengacher. voted to recommend that the petition be grant- ed, wiule Ald. Stout and Caunon will meke a minority report against it. X The petition of a number of workingmen living on the North Side, asking employment on the public works of that Division, was referred to the Board of Public Works, 1t being stated that the appropriation for sewcrs, etc., on the North Side, was exhausted except $300. It will be best to approach the old man_ gently; find out whether he objected to the book out of pure cussedness or because he did not like that kind of poetry ; mollify him with such palliatives a8 the disgnosis may suggest; and, when his tem- per bas been umea:hu(fi or his taste for litera- ture and handsome binding sufficiently cultivat- ed, ask his permission to present tho book to his daughter as s mark of respect forhor and regard for the family. St Panl & Milwankece Railroad Ex« tension. i MoGrecoE, Ia., Feb. 21.—To-dsy our citizens and the Milwaukes & St. Paul Railroad agreed upon a contract, in which the Company agrees to extend their roed to our city by tho 4th of July, build depote, and operate their trains to sccommodate the public. The contract hasbeen forwarded to Milwaukne to be spproved by the Company officials, who signify their willingness to eign tho same. 1f executod, this will settle the initial point contsined in the grant of Iand by Congress in May, 1864. GENERAL QUIET. Yesterday overything was quiet in the railroad offices, all parties apparently taking a rest from tho heavy fghting doue during last week, the continual cutting of rates undoubtedly’ having greatly exhausted their strength. Bat this is only the calm that precedes the storm, and the fiercest battles may como off during the week. All the parties are becoming desperate, and they are bound to fight to the bitter end, no matter what tho result may be. The ouly reduction in freight rates announced yesterday was that shipments would be taken at 95 and even 90 cents per 100 pounds from Chicago to Liverpool by way of either New York, Boston, Philadel~ phis, or Baltimoro. THE BALTIMORE & OHIO EARNINGS. The report of the Baltimore & Ohio Railroad Company for 1878 sliows the nggregate earnings to bo 12,252,848, against £10,654,471 in 1872, Tho earnings over expenses were in tho past year £4,934,795, against $4,532,071 in the year previous, an increaso in the net profits of $402,724. Tho sinking fund for the redemntion of city loan was incressed $1,538,858, aud that for the redemption of the storling loan $281,650, The lisbilities of the Company decressed £439,500, and increased in sterling loan and pre- ferred stock £8,243,00. The surplus fund, which represents capital derived from esrnings invested in branch roads and improvements on main line, not represented by stocks and bonds, now amounts to 329,083,131, Messes. J. 8. Morgan & Co. have announoced in London an igsue of £2,000,000 sterling at 6 per cent bonds of £200 of tho Baltimore & Ohio Railrosd Company. The price of issue was 953§ per cent, or £193 per bond, £40 per bond being paysbleon sllotment, £80 on March 2, £73 on April1. The bonds ate sccured_by a mortgage of the rosd from Baltimore to Wheeling, a dis- tance of 379 miles, and its branch railrosd from Washington City fo Point of Rocks, 42 miles, and sll their appurtenauces and equipments. An accumnlative sinking fund of £13,000 will bo ap- plied balf yearly, in May and November, for ro- deeming the Joan. Tho procecds of the loan will, it i8 stated, supply the means required to complete all tho roads i which the undertaking is engaged. Messra. Drexel, Morgan & Co. ate advised by _cablo from Meesrs. Junius 8. Morgan & Co., Loudon, that the subscriptions ta the Baltimore & Ohio loan, above noticed, wezo £5,000,000 (or 95,000,000), as against £2,000,000 bonds offered. The subscriptions wore left open only two days. The success of the nogotiation is remarkabls. A rcport says that the Baltimore & Obio Railrosd has st last secared control of the Obio & Missiesippi Road between Cincinnati and St. Lonis, thus giving au sir-lize from tbe Atlantic cozst to St. Louis. THE ILLINOIS CENTRAL. The Lapd Department of the lllinoia Central Railroad reports ssles during January of 1,936.01 acres constraction lands for £14,119.93, and 119.4 ncres freo lands for £1,194.60, a total of 2,055.41 acres for $15,314.53. The joint resolution regarding the Clinton bridge, which was_recalled from the Sensie, at Springfield. Thassday, aud roferred back to the House Railroad Committee, is & diversion for o renewal of the old fight between the Chicago, Buarlington & Quiney and the Northwestern Rail- way Compuuies for the right to nse the bridge across the Mississippi. Tue conflict, two years 8o, in Congress, was desided in favor of the Northwestern, but the Chicago, Burlington & Quincy were given the right to construct another bridge. This right they havo not chosen to ex- ercise. It is too expensive. The present struct- ura is 3,625 fect long, and cost 535,939, Aud just because it was 50 costlyand demands s large business to insurosnything like retarn upon the the investment, the Nocthwestern are detidediy averse to allowing a nival fine equal 2ccess to itB advantages. Ths courts have, by injunctions, sustained this position; but the fact that the Burlington Company's branch line is thus made only & plug fine without any connection, and is, therefore, unprofilable, incites them to put forth every conceivable effort to securc access to the bridge. In this they are aided by Mr. Joy's “river roads,” as the lines running along the wost bank of the Mississippi aro tormed. Another incentive is the effort, to nego- tinte the bonds of the Jowa Pacific Road,—s feeder of the river roads— running west to Fort Dodge and beyond, if the rojectors get the money to extend if. The 6 is graded to Fort Dodge ready for the iron, and President Graves Las gono to Europe to no- gotiate the bouds. s success is largely de- pondent upon the Company's forcing a passage over the Clinton bridge. The resolution to_this effoct in Congress is now before the Honso Com- mittee on Commerce, despite Mr, Hurlbut’s en- deavor to bave it referred to the Committee on Railroads, of which be is 3 member. SUIT AGAINST THE NORTHWESTERN. Monday the Chicago & Northwestern Railway Company will ask of the Circnit Court at Free- port for commissions to take the depositions of ‘wituesses who cannot personally zttend the trial fer violation of tho Illinois Iaw nzainst diserim- ination and extortion. Four of these witnetses reside in England. They are prominent trafiic- managers who have frequently appeared before parliamentary Committecs to testily regarding rates of transportation. Three prominent Cana- dian gentlemen, rosidents of Montreal, Toroato, and Hamilton, will also give evidence. The re- maining Wwitnesses whose depositions are to ba iaken reside in Boston, St.Aloans, Hartford Puttaburgh, Cleveland, 'and other Amenci cities. Several eminent experts in railway m: agement will appear upon the stand. and, judg- ing from the preparations malang, it wall be tho most oventful railway caze that has ever been iried. Every possibleexcrtion is put forth to pet the evidence ready by March 16, the day set for tHe trial, but it is by no means improbable that the case will be sent over to the September term, RATLLOAD EARNINGS. N The time for the completion of $he Cairo & St. Louis Narrow-Gauge Railroad has been extended to the 1st of July. The road is now finished and running from St. Louis to Murpysborough, the county-seat of Jackeon County, s distance of 91 mifes.
