The history of the insurrection against Bpan- ioh rule in Cuba throws much light upon the acts of the Bpanish authorities in connection with the troatment of tho crow of tho Virginius, Tho whito population of the island of Cuba may be considered composed of two clugses, the Peninsulares, or Bpanish immigrants, and Croolos, or uative Cubans, In 188, the total population numbered 1,396,680 porsons, of yhom about one-Lslf woro slaves. Tho causes which lod to open insurrection in the island were cnumerated in the pronuncia- menlo firsb issued, Oct, 10, 1868, by tho insurgents at Yars, a small placo ia the Provinee of Manzanillo, They asserted that it was well known that Spain governod Cuba with sn iron sud a blood-stained hand ; that Cubaus wero doprived of political, clvil, and roligious liberty ; that thoy were not allowod to hold public meetings, nor to write upon affairs of Btate ; thut they woro excludod from all sharo in the Government, and were plundered by the BSpanish offcials ; that restriotions woro placed upon public instruction; that they wero ground down with taxes which would ruin sny com- munity with & less fruitful soil ; that thoy were controlled and ovorawed by an immonso stand- ing army and navy, whose cost thoy were obliged topsy ; and that whito immligration was dis- couraged and alave importation sided.
