McGrath, candi- date for ro-elootion as Aldorman of tho Fiftoenth Ward, In 1869, tho Northwostern Fortilizing Com- pany attompted to got a contract from tho oity, by which the Company was to roccive $16,000 per annum for romoving dead animals, Tho Company had, for several years previous, re- movod desd animals without expenso to the city, (Onding its profit in mnuufscturing thom into guano at its works in the Town of Hyde Park. -An ordinance was Introduced in the Council, the purport of which was, that the city was to pay tho Fertilizing Company $16,000 a year for ten years for removing dead smmals from the city. The ordinanco was pagsod, and was vetoed by Mayor Mason, on the opinion of the Corporation Counsol, that the Council could not entor into such a contract, thoro having beon no prior ap- propriation made by the Council. Among thoso who voted for thia schome of the ring is found the namo of Aid, MoGrath. The Fertilizing ' Company, notwithstanding it estimated ita work worth $15,000 per annum, continued to romove tho dead animals withont charge to the city, for abont two years thero- after. The city now pays less than balf the amount which this ordinance proposed to givo tho Fertilizing Company for tho same work. Tho claim of Thomns Lonergan, now & candi- tdato for County Commissionor on the Hesing Atickot, was presented to the Council. Ho asked the cily to pay him §1,205.82 for somo walls of Dis building which bad boen torn_down by tho Fire Marshal after tho fire which destroyed Lon- esgnn'a buildings on Cannl street in ‘the year 15 The Couneil ordered tho paymont of the claim March 28, 1870. F Among those who voted for this claim wo find Aid, MoGrath, 'Tho Mayor vetoed the rbeolu- Hon. Lopergan gued the oity, and the case wos _decided this past summer in favor of tho lattor. In July, 1871, tho Mutual Gas-Light Company petitioned tho Gouncil for the privilogo of laying a8-pipos in thoe straota of the city, and their po- ition was favorably reported upon by tho Com- mitteo on Gus-Lights, which reportod an ordi- nanco O%rnnting tho right to Iay down mains to tho Compauy. Railroad ordinnnco was in- troduced in October, 1871, with a report of the Commwittes on Roilronds. It was on March 4, 1872, on motion of Ald. McGrath, reforred to the Committeo on Btreots and Alloys of the West Division, This Committeo roported March 11, snd the ordiunnce was finally passed April 1, 1872, Tho Chicago & Pacifio ordinance was in- troduced in Febranry, 1872, and was referred to various committees, and postponed from time to time—so tuat ic did not pass nntil June 12, 1872, T ne inderments agamst McGrath were found at the special Docember term, 1871, and tho January term, 1872, of the Criminal Court. COTTON AND TIX FINANOIAL TROUSLES. Binno tho suapousion of the banks, tho deal- ings in cotton hiavo beon on the basis of cortificd chocks. This hias had the effeck of impoding the businoss and checking salos. * The checks hove boon at s disconnt of from 2% to 10 por cent from tho very day of tho suspen- sion. Last weok it was docided, by resolution of the Cotton Exchango, that, on and after the 10th of November, all tranaactions shall bo made in carronoy. The banks at first susponded for but thirty days, which expired on tho 26th inst. They have, however, extonded the time indefl- ntely. Thoy will keop it up, probably, until they have sent enough cotton North to Jeavo a balanco in their favor thore. Until then it would not bo safo for them to resume ; at least, that is what thoy say. A groat deal of dissatisfaction is folt ; but, as this is & long-suffering community, the dissatisfaction oxhausts itself in growls, THE BUGAB-FLANTING INTEREST. The sugar-interost of this State has been, for the last fow years, a waning one. For some roason the sugar-planters do not scom to make 8 succoas of tho froo-labor systom, It is proba- ble that the fault is not go much in the aystem 24 in the connection with it of tho oxtravagance of detail which accompanied the old-time woy. At all avonts, the fact is patont, that this most profitablo of all agricultural interests in ante- bollum times has of lata.beon littlo botter than a maelstrom into which many an unfortunste planter’s fortuno has boen enguifed. Thoro is but little intercat manifested hero on the subject of cheap transportation in propor- tion to the interests involved. Thore is no city in the country which has so much to bo gained by the ngitation of this question as New Or- losns. At present, thero ig no(hln? done hera which could possibly bo dignifiod by tho name of grain-business. What littlo cora 'is received in bulk does not smount to a vessel-load a month, and that raceived in sacks is distributed around tho country for home consumption. As to wheat, thore has not a vosscl-load clenrod this yoar. Thore doos not appear to ba much donbt, among those who ought to know the moat shout it, that grain can bo_ brought to this city from the Wost, down .tho river in barges, a gront doal choaper than it can besont to Now York. Tho difforcnce in favor of Now Orleans is con- siderable. ~ Tho obstacle to hor ever having ob- tained any of tho grain trade is gonerally be- lieved to Do the uncertainty of vessels crossing the bar nt tho mouth of tho Misaissippl. This may to some extent be truo; but, to my mind, thore are other and_greator obstacles than low water, to which I shall subsequontly rofer. THE MISSISSIPPL DAR. It is o remarkablo fact about this bar thaf, when the water of the river isatits highest atage, thero is a less dopth on the bar thau when it is at its Jowest. Thus, Inst spring, when the river was within 2 foot of high-water mark, tho month of tho river was blockaded with vessols Lard nground; and now, whon tho river is 12 feot lowor than at ibat timo, tho largest shipa have no difficulty in going out and com- ing in. 'Thia s casily oxplained. Whon the river is highest, it contains the largest propor- tion of sediment. When it is lowest, it is almoat clear. The bar is formed by the sediment com- ing in contact with the ealt’ and still waters of tho Gulf, and aettling at the bostom. Of course, when the water is clear, there is no mud to set- tle, and, consoquently, the channel is always good. The only way in which the Lar is mado asgable at all for large vessels, when the river in high, is by the constant dredging of the two owerful dredge-boats—the Essayons and tho cAlestor—which the Government keeps at the Passos. Thoso dredges are a gort of double-onded Ero eller. Tho wheel at one end forces tho oat forward, while the one at the othor throws up the mud from the bottom, which the current carrios along and doposits somewlere clso, It is obvious that at beat this is but & poor method for keeping the mouth of so great a river open, The work must be dono unremittingly, and is, thercfore, very expensive, Tho proposed remo- dy for thlais the FORT BT, PHILIP OANAL, to which frequent reference is medo in the Western papors, but of which very little scems tobo knawn. I have boon informed that, un- til recently, oven Sonator West did not know whera thia caual was located, or what it was for, and that ho communicated with a prominent momber of the Chamber of Com- merce here for information on the subject. Ho Liad the great outlot canal confounded in his mind with one of the humbug draining canal schomes passed by a formor State Legislature. Of course, if one of those great men who have charge of the intorests of /this peoplo” in Congress do not understand these things, com- ‘mon people cannot be expectod to. This canal- scheme is by no means a now one. The route was surveyod a Fm many yoard ago, and de- clared practicable, Nothing, howaver, was done oboutit ; and cnough money has been spent since then in dredging tho bar, and lost in do- tention of freight, to have built the canal a doz- on times over, It I to be but soven miles long, It is to start from a point little below Tort 8t. Philip, about 80 miles south of Now Orleaus, and run into the deep water of Breton Bay, which opens into_tho Gulf, It is to be 300 feet wido and 28 feot deop.
