Dudley, of Kentucky, moved the appoint- ment of a committeo to obtain a chartor for tho line through his State, ‘The Ion, T. L. Jones, of Kontucky, moved, as an amendment, that committoes bo appointed for each Btate for tho same purpoee, and for the general good of {he railroad. He proposed that each committoo should cousist of five membors and appoint its own Chairman, who should re- port to tho Chawrman of a Central Committee in Chicago. Tho motions wore discussed at great longth, and finully Gen, Harrison, of South Carolina, moved to amend the amendment by loaving tho clection of the committoes proposed to tho soveral Biate Conventions. Nr. Robort Rao, of Chicago, being callod upon to address the Convention on thisquestion, epoke at considorable length on tho Chicago & South Atlantic Railrond projoct. A few months bofore, Mr. Haymond, of Indisna, delivered an address bofore the Board of Trado of Augusta, Ga., in which he advocated the construction of an air line from Chicago to tho sea. Bhortly afterwards, tho Chicago papers published an ex- cellent lettor on the subjoct from tho samo gon- tleman, The proposition to build the rosd first come from the South, and it rested with that section to build from the son to the Iake, not from tho lake to tho sea. Every energy of Chi- cago was now engagod, but she could neverthe- loss devote some utiontiou to tho proposed en- terpriso. It wos to hor intorest that the road should bo speadily built, aud every busi- noss mav in tho city and in the Northwost should .aid in emrying it forward, Mo bad applied to them many times for aesistaucs, but he was sorry to say he had sig- nally failed. He wrote to Mr. Haymond, tollin; him'of tho result of his endeavors, and mcoivefi in reply o letier saying thero was'no such word ag fail, The bLaukers of the Northwest were then applied to, and with botter success, Thoy &nid if tho South reatly wantod the railroad, thoy would holp her. Tho Gity of Chicago would not build the rond a8 & mero specalative projoct, It did not propose to put the onterpriss through anaided. The gentlemon of the South, who wero equally interested, should set themsolves to work, ~ Gold was required to build the roud, and, before_that would bo l‘or:].\com]nfi, the Houth must show that it was in carnost and intended to sct in good faith, Ho far as the financial pros- octs of the roud were concerned, he could say r. Haymond, who was working hard in the State of Indiana, bad vulion to the eoffcct that he expected to receive £1,000,000 additional, making in all £8,000,000, ready to carry the line to tho Obio River. Every dollar of that amount would be expended in Iu- diana; Chiengo would take care of hersclf. Ho behieved that the South would be_cqual to tho occasion. He believed that sho did not lack the ardor to push tho groeat wovk to complotion, and whon it Would b _comploted the South and tho Noxthwest could march togethor to the_sea, and open o high-road to a grander and wider com- merce than either Lad concoived boforo. With the aid of Indiana Chicago would build the road to tho Ohio River, and it remained for the South to complete it. Ilowas instructed by Maj, Vail to say thay that Drexol & Co., of Philadelphia, were williug to become tho financial agonts of the roadif the worle wasactively undertakon, Tho speakor closed with the hopo ‘that the procoed- ings of the Couvention would be governed in ovory respoct by honosty, and that the road, if built, should be buiit in Lonor aud honesty, and puid for in the samo curmnct". Gon, Olivgmau, of North Carolina, said ho would like to know what Kentucky would do toward bringiug the road across thai Btate from tho Obio Rivor, Gen. Harrieon, of South Caroling, said the rond from Spartanburg, 8. C., to the Butt Moun- tain Gap was porfoctly safe, aud if it was adopted the County of Spartauburg would subseribo $100,000 i hard cash. The road in Union Couuty, in the samo State, was already built, but, nevertheless, that county wonld suflacflhu $150,000 outside of the srivn(o subscriptions, Tho South wanted tho road, and South Carolina wae bound to lave it. Gen. Clingman inquired of Gen. Harrison if the county taxes could be paid with bond cou- pons. ‘That wasthe manner in which they were paid in bis county. Thanks to the gontlomen— he would not say carpet-baggers—who had gov- erned North Carolina for the {)lnut fow years, the bonds of that Btato were worth only 6 centa on the dollar. They used to be worth ‘86 conts. Gon, IIarrison replied that the Stato of South Carolina was not in such a bad condition, It wa8 regaining ity former position rapidly, ‘Tho resolution of Mr. Dudley was then passed, and, in accordance with it, the” Chair appointer the following gentlomon a8 & Committoe to se< curo a charter for ihe road from the Goyern- ment of Kentucky: Jamos T, Robinson, Jr., James I, Dudloy, Boriah Magoffin, John G. Govo, and Willinn Pherton. The Hon, Mr. Love, of Bouth Carolina, then commenced au addrees on the merits of the Taburn Gap route above all others,—a question which was thoroughly discussed on the previous day, ¥ &hua he was speaking, o motion to adjourn until 2 p. 1. was carried. AFTERNOON SE3SION, The Conveution reassombled at the appointed hour. The Hon. Mr. Love continued his remarks in support of the Baburn Gap route, Gen, Clingmsan doniod the nssortion made by Mr. Lovo that it would average $30,000 per mile to construct the road on the French broad- route, Nr. J, H, Btewart, of Indians, offered tho fol- lowing : Resolved, That, for the purpose of avoiding useless disousajon on competing routes at presont, the delogates from ouchi locality furnish the Becretary of this Con- vention with full'written statistics us regirds thefr wop- srate routes and local Intereats, for the futuro of the Chicago & Bouth Atlantio Rallroad GCompany, Mr. Haymond, tho Presidont of tho Chicago & Bouthwestern Rallroad Company, eaid it was uselous to speak of the advantage of routes be- foro n convention, Tho remarks could not be understood unless thoro was & large map upon the wall and some ono with a stick to point cut the locations, The gontlomon who advocated the differont routos shonld put thelr ideas on papor, aud leave thom in o shapa where survey- ors could tako hold of them, ‘Phe Hon, Mr, Jones eaid ho folt certain that the Conventlon was not todecide the route which the proposed road would take, Tho main idos wauto councct Chicago with the IE CHICAGO DAILY TRIBU TURDAY, OCLOBER (1 , 1873. oconn, What point on the Bouth Atlantic const did sho want to striko?
