Tho o, R. P. Dorrickson, of Cook, tho Hon, Daniol R. McMnstors, of. Rondolph, -and Lo Ion. Mr. Dewey, of Will; compused the Committeo.. +They wera all prosent oxcept Mr. Dowoy. . Mr, . Derrickson took: the abair.and callod Mr. McMasters to order... Mr.. Jeromiah Crowloy was appointod clerk. Tho County Attors noy, the County Clerk, aud tha - Assossors * woro 1 sttendanco. 15 s Tho Chrirman called the attontion of Amsussbr Gray, of Hyde Park, to the ‘clauso: in.,the. Rey- onuo law roquiring the assessors to mssessithe cupital atock of incorporated companica. . i BIr. Groy eaid thoro were uo incorporated com= panios in Hyde Park. e v Mr, Amborg, of tho Wost Bldo, and Mr, Patch;? of the North Bide, wera callod npon, 2 Mr. MoMastors desired thoy should bo' sworn, wnd thoy swore to testify traly, andso forth, | Mr. MoMastors then read tho sdction of tho Raovonue law.rolative to incorporatod companios. Ho enid there wero two counties in the Stato, Cook and Will, which failed to echedulo theks corporations. Tho Asscssors failed to return thom to tho County Clork, and lio, therafore; wcould not rotwrn thom to the Auditor. MD, PATOR g ! s0id in his - districk thore wero but threa corporations, one & horso-rallroad cowmpany,- ouo a bank, ono a distillery. Ho had ,sont thom blanks which thay failed to-fill and return,” and ho then scheduled as nearly as lio could, dividing it betwoen personal and real proporty. Ho attomptad to got at thoir capital as nearly as possible. He asgossed nothing but - their .tan- gible property, real and personal. . \ To Ar. Dorrickson—Did not fill tho -blanks bimself after the.Companied (failod’ to make tho roturns, Heo ngsessed thom on what ho bo- lioved they wore entitled topuy. . © . .+ ' - To Mr. McMastors—Ho knew moro’ sbout his duty now than ho did boforo, 08 ‘ho was not awaro ho should not assces their capital stock., JULIUS ODBERTOS, ‘. . Doputy-Asscssor of the South Sido, was sworn; and said he did not know how maty corporations wore in his district, It waa very bard to find out theso Companies. At somo places they snid they could not make roturns, others said :thoy had proporty scattered all over the Btate on which thoy prid taxes, that property being part of their capital stock., The Auditor had instructed them to assoss on the property in this county, aud they did €0, assossing their tangible propor- ty. Itwas vory hard to find those Companies, as fow of them had signe up, - MR, AMDERG, the Wost Bide Assessor, being aworn, said there waro very few, corporationa that had their offices on the Wost Bido ; there wore. two banks ; -left blanks ; thoy did not il thiom ; he did mot Al them himaelf, ) k] Tho Committeo wont through a list of incor- poratod companics in this county, said list boing furnishod by the Socrotary of State's office, Thero wore some 450 companies in the list, but- many of thom exist on paper only. Buch a com- pany is the * Incompatible Bhoe and Last Com:: muy," sud hundreds like it. Tho capital of tho gus and gonuine companies averaged $250,000 ench, Of the entirs list, not more thau perhaps thirty are bona fide institutions, : To-morrow it is intouded to examine .the oflicers of some of these companies. - MR, E. DRURY who hns had chargo of tho Rlovenue Dopartmont in tho County Clork's oftice explained informally the apparent discrepancy between the number of awres and lots reported to the Auditor in 1872 and 1873 Ho stated that in making up the abe stract for the County Board, that, whon ho camo to cortain towns, the Asscssors failed to add up the number of acros and lots, and he gavo thoso books out to the clerks in the offica to have them addod up, and he went along with the other towns that were properly returned and made out the list. In his hurry to get tho re- ort to tho Auditor Le omitted to msert those owns that bad been given out to bo added up. ‘There woro throo or four towns not added up— enough to muke a material difference. The State Board_could add those towns to the roport. The differonce in the size of-lots in Cock County i6 8o groat that tho Connty Board in making their méunlizslion never considered the lands geparate from tha lots, and never equalized on lots soparato from land, Some town lots woro from 6 to 10- ncrea each in ‘suburban towne such as Hyde Park, Luko View, tc., and some, 88, for instanco, Scott's . Chicago Doulevard Addition to Washington Heights in tho Town of Worth, wore about 15 feet front by 60 .foct deop, 'with b-foot alloyaand 10- foot ntreots. In addition to their diminutivo size, those lots were undor watorin' & swamp. That was given simply na an illustration of tho differonce in tho size of lots in the county. Coming down to the actual figures, showing the difference betweon what was actually roportod to the Auditor and what the actuul footinge wore ns shown by the Asscssors’ returns : Tho total number of ‘acres of lands, improved and-! unimproved, as reported to the Auditor, is 497,~ 497, and the actual number as shown by the As- sesory’ roturny was 524,610, making a difference of 27,118 acros, 'The total number of improved and unimproved lots reportod to the Auditor was 177,229, and tho total numbor a8 shown by tho Ausessors’_.refurns was 223,800, ‘making & differouce of 45,681 lots, Tho total number of acros of lands roported to the Auditor for 1872 waa 536,060 scres ; the total number that should be reported for 1873 waa 524,610, showing a difference of 10,440 acres less than in.1873. The total number of lots reported to the Auditor for 1872 wan 185,102, ond tho total numbor that should have been reported was 222,800, making, an_ oxcoss over 1872 of 87,08 lots, which accounted for the number of ncres boing less in 1878 than 1872, The 10,440 acres less in 1873 than in 1872 was acconnted for by thoe 87,608 lots subdlvided since tho assossment for 1872 wag made. Ho was responsiblefor the apparont discropancy. ‘The Committeo adjourned until 9:80 this morn-~ ing. INTEOVIEWS, . Being intorviowed, 3r. Dorriokson atated that ho offered the resolutions under which the Com- mitteo wero investigating muttora becauso, on arriving st Springfleld, ho found tho Doard luhorlni( under tho improssion that Conk County was trylug to ovade tho paymont of her share of tho taxes. Ho thought it bost for some of tho rural mombers to come and hoar and see fo themsalves, . i Mr. MoMasters, in an intarview, wished it known that tho country membors of the Ioard wore not sctuated by foelings of hostility to Ohicago, but when "thoy saw the apparent dnuuroE;nuy botwoon tho roturns of 1872 and 1873 they thought something must bo wrong, and that an investigation would be propor, TUE COUNTY ATTONNEY, Tho Hon, Jsmes P'. Roct, County Attorney, who i woll potod on the Tevenuo Iaw and it workinge, submitted to the following Interview : Toportor—The Bpringfield _corrospondonts aato that you havo advised the County Ae- tossora that the Rovenuo law Is unconstitutional, :lua, thereforo, thoy noed not report corporas one. Ar. Root—This is not true. I suppose it srose from somo ntatement mado by Mr, Miles, Chalrman of the Committeo on Corporations, M inutruotions wore that the law must bo euforced; that thelr duty was to prosent tho blanks to tho corporatlons and return thom to tho County Clork. My instructions wore specific on this polat, and at & mootlug of the Assousors, hold . will have any influenco, . befora thoy rocoived thelr books, I explained tho provisions of tho law in this partlonlar fully. L bave scon sothing mywolt that would indicate ‘unfairness. Roportor—Is thore any projudico in tho minds of the State Board againat Cook County ? . " Mr, Root—I have no means of knowing, I have not asked thom. thom toll mo about somo of tho othors. Idon't think thero is any projudice. I boliayo thoy are .all fair-minded men. There is ovidontly a mistako in tho footings, If thoro is loss ncro proporty thero oro mora lots, for thoro o large numbor of now subdivistons. Corract footings will show thousands moro lots. thon in 1673, Ido not guppose thoro are any. lots omitted. ‘Tho County Board, at a great ex- poneo, oaused the subdivisions alt to b’ inolud- od, and they.aro. Thero las never boon 8o thorough on' agsessmont. - This. pretenso - that lands and lots have beon omitted is & man of straw, oasilyseot up and ns ensily knocked down, The Assessors have boen .very thorough in this respoct, and Mr, Pollok, the Clork, and his nesistants have been very -careful to got in all tho proporty. .+ - Ropriter—Well, thon, the only difficulty abont tho matser is a8 to the roturns of corporations. Is that 8o ? 2 Mr, Root—T think that is about all, and that cnn bo cured. When Mr. Miles waa here I told him that tho Board could send n committeo hore and they conld call on these corporations for tho information the Asscasors had failed to procure —that I had thought it was competent for them to do #0; and it -eems tho Stato Board have availod themselvos of the suggoution. Tho As- seossors declined to Mr. Miles to undortake tho .matter, L think the State Board. is not - limited to - tho information which tho Assessors may furnish. The law requires the State Board to asseas, and tho Assossor's ro- ‘turn is only ono of the modes pointed out for obtaining the information. 2 Raportor—What will tho Committeo do to-day ? Mr. Root—I don’t kuow. I supposo they will obtain information as to tho. corporations, aud tho value of their capital stool. Roporter—3Vill tho Asscasors furnish them any information? . 5 e Mr, Root—I can only say that Mr. Philips de- clined to mnke any further attompt, for the rea- ‘son that ho thought it urcless. I have not seen Mr. Amborg, of West Chicago. Mr. Patch, of North Ohicago, is willing to furnish any infor- motion, bub .ssys thore are only bwo. or three corporations located on tho North Bide. I don’t know of any corporation in other towns, excopt: perliaps, in Town of Loke, aud poasivly in Jefforson. - - H Reportor—How many corporations are thero in Cook County ? Mr. Root—I lisve no means of knowing. I resume the large number accredited to Cook jounty in the Secratary of Btato's office are not all in oxistence. Many of them, especially minlig concerns, are only on papor, and many have nov- ek been organized. Reporter—DBut are thore not. some valuable corporations? 3 Mr. Root—I presumo thero aro many. Their value depends largely on their managoment. A change in that would reduce their valuo. - Roporter—How about othor countioa in tho State. Have their corporations mado returns ? Mr. Root—Some have. I understand pone are in from Will or Adams Counties, and but a fow from Bangamon, whoro thero aro many. . Roporter—Doos this . Committee propoko to vislt other countios ? Mr. Root—L. presume so. Itis their duty to do so. : ' YESTERDAY'S TEMPERATURE. Curcaao, Sept. 4.—The range of temperature this day, 88 reported by L.
