THE RAILROADS. How the New Tarifls Affcct tho Chicago Shippers. Enterviews with Manufacturers of Heavy Artioles, Who Now Rates Discriminating Against Chieago in Favor of Competitors, History of the Mamilton, Lacon & Eastern Reilroad, A reportor of Tne Tnmoxe interviowed busi- Ineas mon yoatorday rolative to tho effoct of thoe now Railroad law on thoir trado, Following is the rosult: Tho Bocretary of tho Bhot-Tower Compnuy safd the law was just killing them in thelr businoss, Undor tho old systom, the rail- ¥oads could and did make spocial ratos to com- xx‘utuxg points, onabling Chicago to compoto with Toledo, Tudinnapolis, aud othor Enstorn citios, which have direot East aud West communication \with Lllinois, particalarly with the contral por- tion of tho State. As soon a8 Tolodo found how tho now law discriminated againet wholosalo and wnanufacturing houses in Chicago, hor morchants wont agents into Illinols on the lines running drom Toledo, aud aro mnow compoting with Chicngo. Thoy aro, to a cortain ox- tont, indopendont of the law, bocause 8t s & comporatively ehort distance ¥rom tho Btnto line to the points whero thelr ©oods aro consigued, and, ovon if thoy had to pay ‘the new rates inside tho Stato, thoy could afford 2o do #o and still have lower through rates than ¥rom Chicago to the samopoints, Bt. Louis, al- ®0, is taking advantage of the law, and shipping Lo Pooria and other points on tho rivor at less xates than tho rallroads are permittod by law to carry tho esmo frolght from Chicago. While mavigation on the Bliesissippi and tho Nlinols Rivers is possiblo, Chicago will bo undorbid by Bt. Louis at Pooria, Davenport, Burlington, Olinton, Dubuque, and other river towns, which Lvo horotoforo patronized Chicago. Peoris dealt largoly with Chicago, hor interests Iying in this direction. The Bhiot Company began doing business in Pooria botweon four and five yoara wgo. At that timo tho ordinary high Jroights wore ogainst them. They wont to tho Rock Island Railrond freight ngent, and asked for specinl rates to onable them to compoto succossfully with othor cities. Tho ¥ates woro at onco given, bocauso the railrond was sonding hundreds of ompty enrs to Poorin Yo fotch freight back, and it was botter to have hulf a loaf than no bread. If the raliroad mado only enough to oil tho whaols, it would bo better Lo take the freight ot low rates than not to take it nt all. Thoy took it, mado somothing by it, benofited tho peoplo buying goods in Peorin, nod nereasod the trade of Chicago. A fow days ago tho Shot Compauy received an ordor from ‘oue of their bost customors in Peorin for 1 ton of shot. Accompanying tho order was a stato- yoent that the firm desired to continuo trading in Chicugo, whoro they had traded so long, but thoy woro ofraid of tho rates, and would liko to soe what the camisge of the ton of shot would cost. The Company found itself in o_prodicamont. The rats on fourth- cloes freight from 8t. Louis to Peorin is 106 cents por 100 pounds by river; the rate from Chicago to Poorie 34 conts, making a difference on tho ton of shot of 3,80 In favor of Bt Louis. If the shot was nuipsml by rail the profits would bo reduced £3.80 at tho prosont rates. Tho railroad freight agont wns consult- od. He rophied thnt his hands were tied up by the law, anhe conld make no con- cossion ; it was 84 cents por 100 pounds or nothing. Tho Shot Company decided ko charter & ocunal-boat which would carry froight to Poorin at 16 conts, and tho ssmo night o drummer was dispatched to Pooria in eourch of other orders which would make o full cargo. ‘Tho Company doos a largo trado in lin- woed oil, load pipe, shoot load, and shot, all heavy erticles, on which tho froight ia vital, Ten “cents on a hundred pounds turna tho Beulo against them. Tho margin of profits is small, aud, if tho froight consumes tho margin, they cannot rotain the trade it has taken yoars £o build up. Dubuque has boon buying ol of the firm for yoars ; thoir customers llke the oil, mud like tho brand, but if it coats moro when de- hivered in Dubuquoe from Chicago than from St. Louis, it will bo bought in St. Louis. Tho rail- roads could make no special rates on 25 barrels of oil, for instauce, and the majority of doalora Luy no more than that quantity at” ono time. Ou heavy goods froight is an important item, & few conts inado all. the diffaronco in the World. This I8 truo of all the products of that manu- Auctory. Salt is nnother mstance. Ono of thoir men Was in o store in Peoris, & fow duys 830, when o farmer who usod & large quape tity of ealt, aud rofusod to purchaso omo iimo ngo bocauso it wos $2.25 & barrel, was sur~ prived when tho utorekeoper told bim it had 1aived to £2,60 on account of the now railroad Iuw, which increased the frolgus. Tho Secrotary fnva this as an examplo of tho effect vt tha new aw on heavy froights. Thoy alrondy began o foor its affect, and it could not be otherwise thau dot~ rimontsl to the trade of Chicago, while the former would bo in no wise benofitted. Rail- roads should be allowed a cortain oreentago on the cupital actually investod. \V‘;Lenng stock w88 a fraud on the community. Rigid laws which preventod railroads from making rates to moot the oxigencios of trado would bo disastrous tothe welfaro of the Biuto, of the city, of tho railroads, aud of the farmors, Tho prowont law discriminatod againet Illinois and Uhicago, in fayor of othor States and other citics. Mersrs. Furst & Bradloy ocoupy throo-quar- tors of & block on Lako siract, nour Dospiainas, huving & mammoth establishmont employing 240 men in tho manufacture of plows, cultivators, sulky-rakes, rond-sorapers, oto. One of tho firm" bolioved tho law would prove injurious to the munufacturing intorosts of the Stato, and especially to tho manufactures of Ohfcugo. Tiieir buty shipping soaion was past, tho bunic est months being January, TFobruaty, March, and April, when they sent out over half n million dollars’ ~ worth of implemonts to all ports of the Weat. ‘Phey would ship §100,000 or £200,000 worth during the next Aow wmouths, and would probably fecl the offects of the law. ‘They had not had much experience yot. Bt. Louls compotod with thom. Thero was a manufactory in that city with which thoy bnd horotofore compoted enccosufully, boing wble to doliver their machines in Bt, Lonis us cheap as the Bt. Louis establishment was able toproduce them. That put them on an equal footing in Bt. Louis, and permilted them to oomgnla for the trade of Missour, Kan- sas, and otlier Btates which will now deal in 8. Louis, and suye the extra froight imponcd by the pow law in Illinois. They rocently sent a onrload of whoolbarrows to 8t, Louls, and tho bill for froight was at tho rate of ‘81, in- 8tead of 50 conts, a8 formerly, The difference— 50 cents—reprogentad their profit, which the, could not afford to loso, Thero was no use soli- ing in tho Bt, Louis market if thoy mado noth- ing. The works oporated by the Molina Com- Ellny would foel tho effeots of the law with dou- le Torco, 2s thoy would bo comfaol!nd to pay pro rata freight on tho raw matorial from Chicago ta Moline, snd on the finished article baok to Chi ©ago or to other parts of the State, The farmer oventually paid the increaso, whatover it was, r. Goorge 8. Redfield, ‘I'reasurer of the Crana Drothors' Manufacturing Company, bnd not ivon tho subject much attontion yet, ut was of the opinion that on hoavy frolght the law would pross sovorely. ‘Uhey manufacture wronght iron pipe, stonm and gas fiitinigy, stoam olovators, Gtoum pumps, brass #o0ds, euginos, oto,, many of thom heavy ortl- clos, They compoto with the entire country, with Now York, Boston, Philadelphis, Ditts- Dburgl, and othor manufacturing contres, Whon competition {4 #o widely cxtondod and bids are figured down to o fino foint, the froight is an elonient in tho ontimato, "It through froight from Now York to Pooria, Bloomington, Bpring- fleld, or other points hnvlng a direct onstorn con- nection, {s no mora_than tho pro rata freight from Chicago, the Eastorn oatablishmonts will be placed on san uqunlx? with their Chicogo rivals, 80 far as freight is con- cornai In thfu Stato. T'wo or throo rival projects wora struggling for oxistence at tho sumo time—nil designed to bring conl to Chicago—but the hostile tendency of logislation toward rallroads was believed to liave buried tho entorprisos boyoud tho Liopo of immediato resurrection. Ilowever the othors may bo affected, it sooms that tho Lacon Road 1oy emerged stronger than over, aud certain of ultimate and speedy completion. Monoy is the ono thing noedful in al thoso entorprises; aud its contractors, Richard Morgan & Co., of this city, roproaent they have socured tho necessary funds, Thoy claim to have placed thelr Londs in Now York last year, boforo tho farmers’ storm of op- position broko over the corporations, It is also affirmed that they kept quiot in order to procura tho right of way on favorable torms. Thoy wera justified in the latter course. Tor the unani- mous experiouco of railroad managors iy, that if land-owners learn thut s line must bo run through thelr propsrty, thoy mako tho compa- nies bloed profuscly for it. These remarks por- tain moro particularly to real estato located nenr to, or within easy reach of, the large citios. The land moro distant the ownors aro anxious to have developed, and gladly cedo tho right of way inorder to have their property oponed up. Tho Hamilton, Lacon & Enstorn Company havo found this to bo true. Thoir right of way from the Town of Cicoro, through Sections 19, %0, snd 21, wns not only & froo gilt, but was ne- companiod by handsome donations, which go far toward grading the rond. Crossing tho Des- olnines Rtivor, the rond is now being g:aded past tiversido, southwoat through Downer's Grovo. It follows the route indicated from Scc. 22, Town of Cleoro, mainly becauso of tho remurk- ably easy grades thus secured. Tempting in- ducements were held out to locnto the line through tho Towns of Lyons and Palos, but the Dluffs thoro encountered precluded accoptance. On tho route choson, botween Chicago and Wil- mingtun, L., the maximum grado is 17 feot to tho milo, This is n_vital considoration in tho operation of o railroad. Tho cantract for the grading of tho lino to the Wilmington coal-folde—about 483¢ miles distant from Chicago—1s now probably lot, and tha work is oxpected to ba finishod by Doc. 1 onsuing. "T'he lino will run directly through the Wilming- ton district, closa to tho mines, and four milos west of the cityof that namo. The Alton Rond ronchios the mines over & branch four milos long, ond labor undor the disndvantage of a hoavy gradoe just north of Wilmington, ‘Iho’ Chicago & Alton Ntailrosd Company are not alarmed at this threntened compotition. Thoy admit there is business enough for two lines. Buch = courso is much wiser than to gtfl:bomly oppose and try to resist the inovi- able, The line will not long have its terminus in Wilmington. It will spoedily be pushed forward to Lacon, through a rich corn tract, and over £00d conf most of tho vay into the famous Vor- milion cual reglon, whore are triple veius, 4 feat to 12 feob in thicknoss, This coal rotails for &0 to 87 per ton in Chicago, and it s clalmed it can bo mined and placed on cars for $1 por ton, From tho Wilmington minos the Company oxpacts to transport a daily avorage of 1,000 tons to Chicago from the day ot thoir commonce ing the traflic. The Company, howovor, will bo mnre}{ carriors, 'Thoy aro not in any way intor- rested in tho coal mitics, and do not expoct to sharo any profits other than those of trans- ‘portation, Leaving Lacon—wbich will be 120 miles from Chicago—the lino crosses tho Illinois River and runs southwest, for 100 milos, to Nauvoo, on the Mieslssippi Rivor. Iferoit strikes the famous quarries of building-stons from which tho now Stato-Houso at Sprivgfioldis boiug furnishod. I'trteen nules southward slong the river, Hom- ilton, tho torminus of the road, is reached. The totallongth of tho lino, as Frn]ectnd. including branchoy, is 271 miles. By tlio route likely to be wdoptod, the Wilmington conl region will not bo ronchod short of 54 milos from Chicago atation, sud the Vermilion region, 80 miles. Although tho objoctivo and atrongest point is to wecuro ‘a largo share of the continually Increasing coal trado of this city, it_promises to develop into au important through lino by means of projocted Iown coi neotlons, 'roin Koolaik, opposite 1amilton, an air Iino is projeoted to Kausas City, which, if conatructed, would givo & routo forty-five milos shortor betweon the two cition than any now in oxistence, It would bo dificult to convinco Enstorn capitalists that any rallroad in Iows of- fors profitablo investment, aftor the exporience of thoso now oporatod within that Stato, hardly oue of which pays the intorost on ity bonds ani its oporatiug exponkos, '"Tho Kausas City con- nection may, therofore, be rogurded as bolong- ing to the indofnito future, It is s o conl road that tho Lincon line prom- Ies bost.
