West Side Transit---How to Avoid Another Conflagration, Summary of Transfers for the Week. ‘The months of November, December, and Jan« nary have always been the dullest of the year i real estato transactions in this city. The statis- tics of the last four or five years show & very marked falling off in transactions from the mid- dle of November to the middle or Iast of Decem- ber, and not much improvement until sbont the first of February. This being the expericnce of past years, the present decline in the volame of real estate transactions ehould not excite any surprise, or be attributed to any special causcs. Money is, unquestionably, more stringent this fall than usual, and we hear of instances in which the extreme dificulty of raising money on mortgages and other securities has caused the failure of & number of sales, but the effect to di- minish the volume of transfers has thus far been much less than might reasonsbly have been expected. The fact is, that confidence in investments in Chicago reel estate has been sns- tained through tho trying circumstances of the last month better than investments in anything else, where more than 6 per cent per annum profit could be realized under any circumstances. The shares in our local stocks, horse railways, ‘banks, ete., have declined from 15 to 20 per cent during the last six weeks; railroad bonds gen- erally have depreciated quite asmuch, and yot Teal estate, except in special locations, cannot be bought for much, if any, less than it could three months 8go, and not 28 1o, in auy lanslisy about the city, ss it could a yearsgo. One resson of this is, thab notwithstanding the advance in prices within the year,. property is still low in Chicago compared to other cities of its size. REPLY.—As near 28 we can learn, there are parties who havo a speculative purpose in creat- ing the impression that there is some project on. foot for the sale, by the Park Commissioners, of & part.of the South Parks to pay the park debt. & are authorized to say, for the Commission- ers, that they do not confemplate, and have not considered any such impossible scheme. Even if they did we do not see how they could get around the specific provisions of the law, which. grohibita any changes in the park and boulovard oundaries after July, 1872. : The following extracts are from Section £ of the amendment (passed June 16, 1871,) to the Park acts: 8eo. 4. Corporste authorities of towns having the Goptrol ox supérvision of any public park, boulevazd, driveway or highway, which has been located in pursn= ance of a vote of the'people of such towns, desiring to alter or ‘chango the location of tn6 samae, or ang part thereof, or of any of the boundry lines of the same, may by petition, in writing, apply to the Uircuit Court of the county in which such towns are situated, for leave to make such alteration or change. Any attempt, therefore, to get a repeal of the clause sbova italicised would unsettle the boundaries of every park and boule- vardin the State, s proceeding that would not be permitted, as it would also unsettle the value of ‘all ground which has been benefited by the location of parks in this or any other city of the Btate.
