The strategy of the administration will be to risk its all on tax reduo- pon, arguing that nothing should be placed In the way of that necessary reform. It will be insisted, for in- stance, that there is no time to re- vise the tariff, even admitting that some ghanges arf desirable, and that it is more tuan any one ses- sion can expect to accomplish if it makes & new revenue law and dis- poses of the appropriation bills and other. matters that have been left over from the preceding session. Without doubt, there will be re- newed efforts to pass a public build- ings bill, The condition of federal buildings In many parts of the coun- try is such as to interfere with effi- ciency. Also it is costing the gov- ernment more in rents for leases in some cases than if the government had built {ts own annexes. There was too little time to put a public buildings measure through congress last time. A filibuster would have killed the bill had it been press- ed for consideration. The Democrats moreover, were bitterly opposed to placing discretion in the hands of the treasury department as to what builiings were to be constructed, it was supposed the Republican dis- tricts would be given the benefit of most of the money appropriated while the Democratic districts would suffer, Some compromise plan that will eliminate as much of the politi- cal element as possible will have to be devised to win support for a pub- Uc buildings measure as it is one of the easiest of bills to attack and the Progressives, with the Demo- crats, together can raise consider- able fuss if {t is a palpably political _ affair. ~~ Speaking of fillbusters, Senator Curtis is not particularly happy over the attack which Vice President Dawes has been making on him and other senators who favor the present rules of the senate.
