CRYSTALLIZATION OF OPINION ON TAX REDUCTIONS SOUGHT BY COOLIDGE IN EARLY TALK BY DAVID LAWRENCE (Copyright 1925 ° he Casper Tribune) WAMPSCOTT, Mass., July 11.— President Coolidge has fired the opening gun in the battle for tax revision and he has fired {t early enough so that opinion may crystal- lize long before congress convenes in December. Usually, the administration does not disclose its recommendations so far in advance, fearing the attacks of the opposition or the cooling of the ardor of advocates through pro- tracted debate But there is a significance to the bold declaration by the president of his belief in as low a surtax as pos- sible, When it is disclosed that the president will sign a bill cartying maximum surtax rates of less than 25 per cent, even 12 per cent, if the treasury experts say the treasury can stand it, this means that the ad- ministration has taken the measure of its opponents and found them influence since the Mellon plan of 25 per cent maximum was first pro- posed nearly two years ago. The truth about surtax rates is that the president still feels they con- stitute the crux of scientific tax reform. He believes his position which was, of course, taken on the advice of Secretary Mellon that un- less surtaxes are equitably distrib uted the indirect burdens of taxation are not reduced, is a thorotighly sound one. If public opinion can bring a change so quickly—and two years is considered a short time for such a reversal of attitude—then some- thing more can be accomplished in the same direction in the few months that elapse before congress really comes to a vote on the next tax bill, It is confidently expected thatthe treasury will recommend a surtax minimum of from 15 to 18 per cent, While the administration would be satisfied with a compromise of 25 per cent, the proposals of the treasury will be made not with the idea of trading but because of a conviction that the country’s finances can ac: tual stand a lower surtax .max!- mum, It will be the consistent effort of those who favor this school of thought to keep hammering away for lower surtaxes eyen after the new law {is passed, because ultimate. ly the experts + surtax rate should come down to less than 10 per cent in order that busfness ex- pansion may not be restrained.
