In billing the county it will therefore be observed tlie invoice was raised in the amount of . 12677 mentioned above also includes E. Casper, Wyo., $1,644 as disclosed by information furnish- ed Commissioner Burwell from the vendor company. This Invoice was therefore raised to the extent of $767.60. A large part of the furniture for thes hospital was purchased through the Chamberlin Furnitufe company of Carper, and apparently no effort Was mode to obtain competitive bid Prices. Purchases from the Chamber- lin Furniture company, total $22, 592.06. We are unable to find any contract on file covering these pur- chases, nor is there any evidence that contracts were ever requested. As a further example of excessive charges, we call attention to the purehase price of 1575 yards of U, S. 4-inch Battleship Linoleum, billed by the Chamberlin Furniture com- pany on the basis of $4.00 per square Yard, or a total cost of $6,300.00. Waterproof cement for sticking the linoleum in place was charged at a cost of $4.00 per gallon for 380 gal- lons, amounting to $1,520.00. Paper for padding at 20 cents per yard cost $315.00, and the labor cost for laying cents per yard cost $1,181 the total cost of the lino. leum Id being $9,316.26 or a cost per yard of $5.91. From samples taken at the hospital we find that & portion of the Mnoleum was ac- tually 3-16-inch Instead of %-inch. Armstrong's Waterproof Cement, which considered the\ very best on the market, is quoted at $1.72 per gallon in 5-gallon cans, ‘On the basis of this pricé the overcharge to the county for waterproof cement alone totals $868.40, In large lots Armstrong's %-4Inch rown Battleship Linoleum is quot: at $2.50 per yard, less a trade discount of 12 per cent, and a cash discount of 4 per cent. This price, however does not include freight. Excessive prices wero also . paid for chifforobes, oak rockers, hospital bedg, mattresses, blankets, \ daven- ports. tables and chairs. , Voucher No. 12677 , referred to above also includes payment made to E. J, Kane for 1 . 384 Refrig. erating plant in the amount of $3,- 900.00. While there {s m notation on the voucher “per contract” we have been unable to locate any such con tract in the county files: This re- ‘trigerating plant was purchased from the Kettering Co.. of Denver, Colorado, and according to informa- tion furnished Commissioner Bur- well by this company under date of April 19 the actual cost of the plant f.0.b, Denver was $1,972.00, As the freight- wag: paid- bythe coun ty_and Included Jn youcher Nov 13260 in the’ amount of $121.89, and instal. lation* charges“were extra, the in- voice price was raised by $1,028.00, which amount, in our opinion, also represents an illegal payment and wrongful conversion of county funds, The architect in approving the bills for the above items andvothers of like character not specifically mentioned, and the bgard of county commissioners in passing the bills for payment, are, in our opinion, re sponsible to the taxpayers for the excess charges and the arbitrary raises ‘in invoice prices, and should be held to a strict accounting there- for.
