WEATHER temperature. VOL. IX NO. 179 Claims to Over-Payment ‘the road. It will be remembered that last Monday the same commissioners adopted a resolution authorizing Apel to collect donations promised by the several oll companies and the North & South railroad. ‘was done in the face of the fact that County Surveyor Herbert Ken- has not been built according to contract, that substitute materials in less amounts than were specified were used “and despite the further well known fact that fhe road has cost far in excess of the contract price of $29,000. The obvious attitude among all citizens of Natrona county {ts that residents of the Salt Creek-Lavoye district are, entitled to and should have roads of aw goo! a quality ax any in the. _ COUNY a. ra ag “Citizens there pay taxes for road bullding and of natural right should derive as-much benefit from county maintained projects as the residents of.any other part of the county, It is painted out. There is no objec tlon to the Salt Creek road on the Krounds that tt was not needed and should, not have been constructed. Taxpayers are objecting to the fact that the road was not built ac- cording to contract, that it has al- ready cost far more than the con- tract price and because of the claim that it was 60 poorly constructed that maintenance costs will be ex- cessive. It is also remembered that when the $29,000 contract price was wet, it was made public by one of the commissioners that the promised donations of the ofl companies would cut actual costs down to $15,000. It ‘was generally understood at this time that these donations were to be paid into the county funds and that they would help Ughten the burden of taxation. Now it has transpired that George Apel will collect the donations and use them in con- structing the remaining three-tenths of a mile of road. The.county {is apparently “up against {t” to secure completion of the road as a result-of the fact that last year's board of commissioners ignored the state law requiring bond for performance of contract. Had this been required the county would have a well surfaced highway fully completed, at a saving of many thousands of dollars. If money had not been wasted, or spent fruitlessly, as is charged in the state examiner's report, it is point- ed-out that many more miles of good ‘roads would be ‘possit only in the Salt Creek fields but elsewhere in the county While the two commissioners, Scott and Morgan, disbanded the (Continued on Page Seven) ‘Rain or snow probable north por- lon .and*rain south portion tonight and Saturday.
