CHEYENNE, Wyo., April 13.— The Union Pacific Railroad company is willing to operate the Saratoga & Encampment railway, which con- nects its main line with the town of Encampment.in the Saratoga val- ley, Wyoming, but is not willing to pay the Morse Brothers Machinery & Supply company, the owner of the a rental for the property, This is the reply of Cari Gray, president of the Union Pacific, to a letter from Governor Nellie T. Ross in which the governor expressed the hope that the Union Pacific might see its way clear to operate the line as {t did under lease from 1921 to 1924, Relating that the Morse Brothers corporation had applied to the Interstate Commerce commission for authority to abandon the line, and that the state of Wyoming was resisting the application, Governor Ross said: “Tt would afford me a great deal of satisfaction if, before the hearing is held, the Union Pacific railroad would feel at liberty to advise me whether or not there ts any prospect of a renewal upon any terms of the arrangement by which the Union Pacific railroad operated the Sara- toga & Encampment railroad from 1921 to 1924. We have been in- formed that under the administra- tion of the receiver the Saratoga & Encampment railway has not been @ complete financial failure.” Mr. Gray, in his letter of reply, said: “You are no doubt aware of the financial-results of our operation of he Saratoga & Encampment rail. why for three years. We gave this matter a fair trial, and the results were just about what we stated in advance they would be; and in jus- tice to the stockholders of the Union Pacific we could not carry the burden longer. “The operation of this branch road will continue to be at a loss. You can realize that the receiver has not been called upon to pay for any such maintenance as would he neces- sary In long continued operation, and is profiting by the money which we spent in building up the line physi- cally; but this is at best a transient condition. “We are willing to stand a fair share of the burden, ‘and notified the Interstate Commerce commis- sion that we would continue to operate the railroad and bear the loss resulting from operation, but that we would not in addition pay a rental for tl property. Wood- ruff, who resigned to enter business, in Chicago. Williams’ will arrive at his headquarters here Sunday morn- ing. Willams entered the service of the Union Pacific as a tralnmaster in 1916. Later he was an assistant superintendent at Laramie, then superintendent of the western divl- sion, then superintendent of the Wy: oming division, In December, 1921, he was appointed acting general su- perintendent of the Omaha-Ogden matg Hine.
