SUNDAY, JANUARY 11 1925 RUM UNNERS SPEEDED UPAS - FOG SCREENS THEM FROM U. S. REVENUE CUTTERS OFF COAST (Copyright, 1925, Casper Tribune, | to pur SAN FRANCISCO, Jan, eet While one of: the densest fogs in years envelopes the Pacific far out to sea and honest ocean traffic gropes its way to the tune of bellow- ing, bull toned fog horns, a grim gamo of hide and seek between a duo of fast revenue cutters on one side and a twain of richly laden Canadian rum runners on the other, was being played up and down Cali- fornia's coast. The seekers in this intensive ocean hunt are the cutters Shawnee and Be&r. The rum runners which they are endeavoring to find in the blinding fog are the steamships Malahat and Strathona, both from Vancouver and both of which for sevreal days, according to informa- tion in the hands of government agents here, have beén ip neo but only with partial succe: land huge cargoes of {Ilcit ieee tn the region of Monterey and Half Moon bay. The outcome of the hunt fs of more than passing interest because, should the Shawnee and Bear come upon the Malahat and the Strathona, an entirely new precedent in guard. ing American shores trom foreign rum ships may be established. The precedent 1s expected to come through the fact that the revenue cutters will selzo the alleged rum runners regardless of where they may be found—whether it is within the 12 mile limit or many miles at sea. The ocean hunt of the Shawnee and Bear and the hitherto unpre. cedented course of action which they are expected to follow will be predicated upon the legal rights of Uncle Sam to defend his shores against smugglers, as laid down here early this week by Judge John 8. Partridge, The opinion of Judge Partridge, rendered in the case of a Canadian rum ship seized several weeks ago just off Faralone Islands, 1s, in ef- fect, that any foreign rum ship enroute to land a cargo of IMquor along American shores ts thereby violating American law and that, under international and marine law and under the treaty with Great Britain, have a right to pursue and capture the rum running vessels wherever found. to pursue and seize the Malahat and the Strathona wherever they may be found—even in Vancouver, itself, The chase has been handicapped by the vast pall of fog which has enveloped the entiré Pacific coast for w Revenue cutters, it is said, have orders to use force, even gun fire if necessary. HELP WANTED—Female SS LADIES! LEARN BEAUTY CUL ture. Our well known system paves the way to success, Positions waiting at big pay or locations for Since Judge Partridge expressed himself regarding Uncle Sam's rum ship “Arresting” rights this week, several other federal judges here have expressed concurrence in his ruling. The result is that govern- ment officials vested with the re- sponsibility of helping to enforce the Volstead law are going to act upon it to the limit. Revenue cut- ters, In conformity with this policy, have been told to seize rum runners wherever they may be found, In the case of the Malahat and the Strathona, however, government agents claim they have considerably stronger evidence than the mere fact that both vessels are laden with liquor intended for somewhere along California’s coast. The evidence, {t 4s said, consists of numerous cages of liquor branded on the out- side with the names of two Cana- dian steamships which have been selzed during the last few days, from bootleggers who took it off vessels in fast power boats several miles at sea. This, it is pointed out, is prima facio proof that the two rum run- ners have actually violated the laws of the United States and that, under a decision of the supreme court of Canada itself in such a case, Ameri- can.revenue cutters have the right At Conference Colonel Jamep A.
