Butler, of Massachusetts— that’s all. He's the new dictator of the Republican party. He is the man whose word is law with assemb- led delegates. He is the man who dethroned Senator Henry Cabot Lodge. He speaks for Calvin Cool- idge—and though he speaks but lit- tle, he wields today the power to select a vice-presidential nominee and to make the platform of the party. Mr,. Butler has been the pre-con- vention manager. For ten months he has been actively gathering dele- gates, picking them carefully ana winning the regular state organiza- tions to his side. He will be the next chairman of the Republican national convention and the manager of the Coolidge campaign for elec- tion. Some people here think the con- Vention atmosphere unenthuslastic and dull’ Some newspaper men customed to more excitement, say it is uninteresting. To be sure, it isn't spectacular, there is no sign of tension, but it is on the other band a remarkable contrast to 1920. Here the senatorial club has no power, no prominence. Calvin Cool- idge rules. ‘The all-'mportant res- olutions committee which frames a platform has none of Mr. Coolldge'’s opponents from the senate and house one it. ‘There will be no embarrass- ments. Mr. Coolidge has assumed the lead@rship. His position, rath- er than’that of the men who voted to pver-ride his vetos, will be sup- ported, his proposals for a World Court, his program of legislative re- form, will be embodied in the plat- form, will be embodied in the plat- form. And while he is not trying 10 pick a vice president, whoever is selected ‘will be in harmony with his views. Whence comes this development of Coolidge power? It {sn’t sudden. It is the result of ten’ months of cainpaigning by William Butler and his associates. They captured the wes: and middle west by a simple appeal to the conservative business interests of the country. The dele- gates here are business men largel There are a few of the so-called rad- ical type. 9nd the delegates seem to have faith in Calvin Coolidge, faith that :n him les the oportunity for a busiress revival and a steady course for the ship of state. It would be inaccurate to say all the delegates are happy. Some of them are voting fer Coolldge against their own wishes. Some of the old leaders who used to take part in the iner conferences are on the out- side. Members of congress who have been snubbed are not joyful about it The resentment against congress 1s the outstanding feature of the convention. It is the most pronounced in the Massachusetts delegation, where every ten minutes some one is talking about punishing Henry Cahot Lodge. Indeed, some of the delegates say the feeling in Massachusetts is so bitter against their senior senator that he would be beaten five to one if he ran in a Republican primary today. To the talk of Major General Harboard, Represen- tative Theodore Burton, of Ohio, or Senator Capper, of Kansas, he lis- tens, but without comment. He would like to see the convention lis- ten to the speeches of nomination and make up its mind on the floor. Frank Lowden’s refusal to accept even if tendered, has been a disap- pointment, but he is looking to 1928. So no doubt is Herbert Hoover.
