D. 1924, passed the fol- lowing resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CASPER, IN THE STATE OF WYOMI That the said City Council of the City of Casper hereby de- clares its intention to create a lighting district to be known as Lighting District No. 3 in that portion of the business district of said City of Casper hereinafter set forth, and requiring the cost of the installing of such lighting system to be paid by the owners of the property abutting upon the streets or avenues embraced within said district, SECTION ONE.
