TAX BILL AGREEMENT REA ECONOMIC STATUS ENCOURAGING HONUS NEED NOT UPSET PLANS. The circulation of The Tribune is greater than any other Wyoming newspaper. Che Casper Daily Trine TIN IF APPROPRIATIONS ARE PARED Compensation Measure Opposed by Coolidge Only One of Several in Economy Program And Outlook Is Not Discouraging. BY DAVID LAWRENCE, (Copyright, oy The Casper Tribune). WASHINGTON, ay 21.—Congress having disposed finally of the principle that a bonus is due the ex-service men of the World War, the next turn in the tide of events is to the economic situation which must result from such a policy. Will tax reduction be imperilled? erally be affected? The adminis- tration is not yet prepared to an- swered those questions, but it no more appropriations. are made the outlook will not be Gscouraging, In other words, the bonus is just one of a number of things which the administration has opposed in connection with its drive for economy. Here is the outline of approximate coste: . Bursum pension bill, $58,000,000. Postal bill, $100,000,000. McNary-Haugen bill, $200,000,000. Soldier bonus, $135,000,000, ‘Totals, $493,000,000, The whole program of tax re- vision has been ‘predicated om the idea, of cutting about $400,000,000 from, the tax Dill of the American. people. This means a change of appreaimatels $393,000,000 in all in the federal affairs. of the. govern- ment, or nearly’@ billion dollars. It is obviously impossible to redute. taxes by $400,000,000 and then turn: around and spend about $493,000,000. ‘That is the answer in a nutshell to the question of whether the tax pro- gram is now im danger. And by just as much. is it the answer to the question of whether: business will be affected, Indeed, if there is no tax reduction at all, there are those. who feel that business conditions can not be adversely affected any more than they have been under the pres- ent revenue act and that the tax proposals of the present year simply would have improved the economic condition of the country. The net effect on the business situation would be to maintain the status quo without change im either direction, unless. a stimulus should come from @ settlement of European problems. This element ment looks at the situation, But the chances are that all of the, $493,000,000 outlined above will not be spent, Already the Bursum bill has been: killed by” presidential veto, whieh wae sustained by con- gress, The MeNary-Haugen bill may suffer the same faie and there is a likelihood that the postal ap- propriations will net be as big as was calculated at first. Al) this should permit of some tax reduction. in the end but not as big a sum as Secretary Mellon estimated would be possible when. he laid before the country his original proposals. which did: not contemplate a bonus or any of the other items mentioned in. the table given. above, Of the total sum which can be cut in taxes, ft wil matter con- siderably, of course, to taxpayers of small sized incomes whether the larger part of the reduction is given to them or to the persons of larger income, Yhe contest on tax sched- ules binges on the number off tax- payers whose bills will be given the greater cut but the lump sum which can be cut from the entire tax bill has been definitely affected by the pasage of the soldier bonus Dill, America can’t have its cake and eat it, too—that's the sentiment ex- pressed by the treasury aa it govern: (Continued on Page Nin Will business gen- BALL SCORES NATIONAL LEAGUE.
