District. Whereas, on the 10th day of March, A. D. 1924, there was passed by the Mayor and City Council of Casper, a resolution of intention to improve by grading, paving, constructing curbs, drain- ing and other incidental work the following streets to-wi McKinley Street from a line between the southeast corner of Block 205, Carey Addition, and the northwest corner of Block 61, Sheridan Heights Addition, to the curb line north of Lot 84, in Block A of South Addition. hereas, no remonstrances or objections to said improvement having been filed with the Clerk of the City of Casper, in the manner hy within the time proyided by aw, NOW THEREFORE, BE IT ORDAINED by the Mayor and City Council of the City of Cas- per: SECTION 1. That a and improvement known as District No. hereby created within City of Casper, Wyoming, which district is hereby formed for the purpose of improving by grading, paving and other inci- dental construction of the above described streets and pro erty. , SECTION 2. That all por- tions of the said streets hereinbe- fore set forth and included in said paving District No. 35 shall be paved between the curb lines thereof in a good and substantial manner with pavement to be se- lected from one of the following kinds: Plain Portland cement concrete six inches thick, re-en- forced cement, concrete six inches thick, re-enforced Portland ce- ment concrete base four or five inches thick, with two-inch as phaltic concrete concrete top with seal coat, plain Portland cement concrete base, four, five or six inches thick with two inch asphal- tic top with seal coat, three or four-inch asphaltic concrete base with 2-inch asphaltic concrete top with seal coat. The term asphaltic concrete as used in this instru- ment shall be held to mean and in- clude any method of mixing as- peas with stone aggregate and illers, such as Warranite Bitu- lithic, Topeka Mix, or any other mixture conforming to specifica- tions acceptable to the City. And the City Engineer is hereby di- rected to prepare plans and speci- fications for the said grading and paving as aforesaid and submit the said plans and specifications to the City Council for its ap- roval, SECTION 8. In addition to the paving as set out in Section 2. above, the character and extent of said improvements shall be as fol- lows, to-wit: The installation of all necessary lead water surfaces; the construc- tion of all necessary curbs, drain- age and storm sewers, consisting of vitrified clay pipe or cement pipe, also the necessary man holes and catch basins and other necessary fixtures and attachments, inlets id outlets for the surface drain- age of said streets and portions of streets so designated and above set forth. SECTION 5. That all of the property within the limit of said assessment district except the streets and alleys or parts of streets and alleys included therein shall be considered and held to be the property specifically benefited by such improvements and shall be the property to be assessed to pay the costs and expenses of said im~- provements, which cost and ex- penses shall be assessed on all property so benefited in accord- ance with the special benefits con- ferred on such property in pro- fee to the area and distance ack from marginal lines of said streets respectively and portions thereof as aforesaid within said paving district. That the amount to be assessed against the separate lots, tracts, and parcels of land within said district shall be estimated and apportioned in the manner and in accordance with Section 1984 of the Wyoming Compiled Statutes for 1920, That there shall be in- cluded in the costs and expenses of said improvements to be sessed against the property in- cluded in said assessment distriet, the cost of that portion of said improvement included within the limit of a street or alley intersec- tion, space or spaces, the esti- mated cost of inspection, engi- neering and surveying, tests of materials, advertising, collection of assessments, legal services and all other charges to which the city may have heretofore or hereafter incurred in the making of said im- proveinents, SECTION 6. The city reserves the right and shall have the power to let contracts for the entire work or contract for parts thereof in separate and specified sections. All bids for paving contracts shall be made on uniform proposals and shall require in addition to the general bid, the price per square yard for the cost of laying the paving upon the streets when graded, which said price shall be specified in the contract and any deductions or additions in the amount of calculations in appor- tioning the amount of cost in said paving shall be made upon the ba- sis of such cost ae Square yard.
