March 24.—Fore- shadowing the start of a secon¢ project to construct a pipe line from Wellington Dome, near Fort Collins to Denver, the Union Oi’ company of Colorado today filed an application with the state public utilities commission for a permit to bulld a pipe system to carry oll and gas from the recently discovered fleld to nearby cities.
