Gray, president of the Union Pacific system, declared be- fore members of the Omaha Grain club tn an address in which he dis- cussed talk of possible attempts to repeal this legislation. Speaking “as one business man to another,” Mr. Gray declared that while the roads under the existing law had made great progress toward fair earnings, ‘still the law has had no chance to operate in a norma! year adding that it would be “dis- astrous to the carriers” if anti- legislation was enacted at this time. Mr. Gray asserted that the rail- roads “though not yet earning a fair return on their investment” had been given an opportunity under the Iaw to partially re-establish thelr credit. “Those opposing the present law want government ownerships” he said, “but it is only needful to point to two roads on this continent to show the effect of such ownership and tts cost. The Canadian Pacific system, under private operation, is prosperous and paid 10 per cent éivi- dend on its stock besides adding to| &"4 its surplus, while the Canadian Na- tional, government owned, Is barely able to earn {ts operating expenses under the same rate and conditions.” Dealing with the subject of rates in this country he said that as high as they are, they have not increased in proportion to the commodities carried by the roads or the things they must buy, such as lumber, coal and labor.
