PAGE FOUR GERMANS INSIST ON RESTORATION OF RUHR RIGHTS Demand Is Made by New Chancellor as Basis of Offer to Bring Passive Resistance In Region to End ya we BERLIN, Aug. 14.—(By The Associated Press).—Dr. Gustave Stresemann, the new German chancellor, outlined in a statement today the conditions under which Germany is ready to abandon the passive resistance in the Ruhr. The conditions are the complete restoration to Germany of her right of control over the Ruhr, tions fn the Rhineland vouch- safed her under the Versailles treaty and the Iberation of every German citizen who has been outraged, evict- ed or imprisoned. The statement was made during his inaugural speech to the reichsteg this afternoon. Dr. Stresemann made no mention of evacuation of the occupled c.areas, merely stressing the conditions under which Germany is prepared to jenter upon negotiations for the com- {plete restoration of her jurisdiction jand the freedom of her citizens there. * The chancellor was cordially greet- tied by the majority of the house, the only jetring note being in the form : of boisterous heckling by the com- munists. While the larger part of Casper’s citizens obey the ordinance there are many who have been lax in this re spect and who have carelessly wasted water during the hot hours of the day. The water department will in- form all persons who are found to be using water during the day for irri- gation purposes that they must cease this acttyity. If after such informa- tion they do not obey they will be hailed into police court where they may find {t hard to argue with the judge. The great fire hazard that results from many people using water during the day ‘s so dangerous that the emergency ordinance must be en- forced.
